If you want to drive a truck or bus professionally in Poland, you cannot do it on a CE or D licence alone — you also need Code 95 (in Polish, kod 95). It is the official proof that you hold a professional driver qualification, and without a valid one, you cannot legally be paid to drive a vehicle over 3.5 tonnes. This guide explains exactly how to get Code 95 in Poland: who needs it, the Professional Driver Profile you must set up first, the training and state exam, what it costs, how foreign drivers obtain it, and the penalties for driving without it.
The process is set by Polish law — mainly the Road Transport Act of 6 September 2001 and the Drivers Act of 5 January 2011 — which implements the EU Driver CPC rules in Directive (EU) 2022/2561. You can read more about the qualification on our Code 95 in Poland page.
What is Code 95 in Poland?
Code 95 is an entry placed in column 12 on the reverse of your Polish driving licence (prawo jazdy), written in the format 95.DD.MM.RRRR, where the date is the expiry of your professional qualification. It confirms you hold a valid certificate of professional competence (świadectwo kwalifikacji zawodowej) and may drive professionally. It applies to categories C, C1, C+E, C1+E, D, D1, D+E and D1+E. The code is recognised in Poland and across the U, and is valid for 5 years.
Who needs Code 95?
You need Code 95 if you drive goods or passengers professionally with a vehicle over 3.5 tonnes that requires a C- or DD-category licence. It does not matter whether you carry freight or passengers — the obligation is the same. Drivers of vehicles up to 3.5 tonnes do not need it. New professional drivers must complete the qualification before they start driving for a living.
Code 95 on the licence or a Driver Qualification Card
Poland is one of the countries that prints code 95 directly on the driving licence rather than issuing a separate card to its own residents. However, if you have a foreign driving licence, do not live in Poland, or do not meet the conditions for a Polish licence but work for a Polish carrier, you instead receive a Driver Qualification Card (Karta Kwalifikacji Kierowcy, KKK), and code 95 is entered on that card. The KKK has applied since 6 April 2022 and is issued by the district office (starostwo) for your place of residence.
Step one: the Professional Driver Profile (PKZ)
Before you can start any course, you must obtain a Professional Driver Profile (Profil Kierowcy Zawodowego, PKZ). This profile was created free of charge by the Communication Department (Wydział Komunikacji) of the starostwo for your place of residence. To create it, you must already hold valid medical and psychological certificates (see below). Your chosen training centre then uses the PKZ number to enrol you and, after the course, updates the profile so your qualification can be issued.
Medical and psychological examinations
Every professional driver in Poland must pass a medical examination (badania lekarskie) and a psychological examination (badania psychologiczne, often called psychotechnika) to confirm the absence of any health or psychological contraindications to driving. These must be valid before you set up your PKZ and start training, and they are repeated at each renewal. Budget roughly 300-400 zł for both together.
The training courses: which one applies to you
The course you take depends on your age and when you obtained your C or D licence:
- Initial qualification (kwalifikacja wstępna) — the full course of 280 hours (260 theory and 20 practical, including driving in the city and special conditions). It is for younger drivers, generally under 21 for category C or under 23 for category D.
- Accelerated initial qualification (kwalifikacja wstępna przyspieszona) — 140 hours, for drivers who meet the age requirement (21 for C, 23 to 24 for D) and obtained the relevant licence after 10 September 2009 for category C or 10 September 2008 for category D.
- Supplementary initial qualification (kwalifikacja wstępna uzupełniająca) — a shorter 70-hour course to add another category.
- Periodic training (szkolenie okresowe) — 35 hours across five modules, taken every five years to renew the code. It is also the route for drivers who obtained category C before 10 September 2009 or category D before 10 September 2008.
Training can often be delivered partly online as e-learning and is provided by an approved driver training centre (ośrodek szkolenia).
The state exam at WORD
Initial qualification courses (full and accelerated) end with a state exam at a Provincial Road Traffic Centre (Wojewódzki Ośrodek Ruchu Drogowego, WORD). The test has a basic part with 20 questions and a specialist part with 10 questions for categories C or D. You may make at most 4 errors in the basic part and 5 in the specialist part. Importantly, periodic training (szkolenie okresowe) does not end with an exam — you only need to attend all modules and hold valid medical and psychological certificates.
Getting code 95 entered on your licence
After you pass, the centre issues your certificate of professional competence. You then return to the Wydział Komunikacji with the certificate, a colour photo (35 x 45 mm), your valid medical and psychological certificates, and the licence fee. The office then issues a new driving licence with code 95 entered. The licence fee is 100 zł, and the new document is usually ready within about 30 days.
Code 95 for foreign and non-EU drivers
Your route depends on where your licence and qualification come from:
- EU and EEA drivers with a valid code 95 on their licence or card are accepted by Polish carriers without extra paperwork.
- Non-EU drivers (for example, from Ukraine, Belarus or other non-EU states) whose home professional qualification is not recognised must complete a Polish qualification course and obtain a Polish certificate before driving professionally here.
- If your non-EU licence cannot simply be exchanged, you apply for a licence exchange with a sworn Polish translation and medical checks, or you obtain a Driver Qualification Card (KKK) if you work for a Polish carrier without a Polish licence.
If you are relocating to Poland to drive, line up your work permit, work visa and residence card alongside your driver qualifications. The KKK fee is around 150 zł, and although it should be ready quickly, allow up to about 30 days.
How much does Code 95 cost in Poland?
Costs depend on the route and the training centre, but as a guide:
- Periodic training (renewal): roughly 1,050 to 1,800 zł.
- Accelerated initial qualification: roughly 2,800 to 5,500 zł.
- Full initial qualification: around 6,200 zł.
- Medical and psychological exams: about 30- 400 zł.
- Driving licence fee: 100 zł (a small separate records fee no longer applies).
All in, a typical renewal costs around 3,200-3,700 zł. Employers are required to cover the cost of the medical and psychological examinations for their drivers.
Validity and renewal
Code 95 is valid for five years from the date your certificate was issued. Before it expires, you must repeat the medical and psychological examinations, complete the 35-hour periodic training, and have the new code entered on your licence or card. Check the expiry date in column 12 of your licence and plan your training well in advance, as the documents take time to process.
Penalties for driving without a valid Code 95
Driving professionally without a valid Code 95 is a serious matter. A driver can be fined up to 800 zł for not having completed the required training, or 150 zł for not carrying the document. For the transport company, the stakes are higher: the Road Transport Inspectorate (Inspekcja Transportu Drogowego, ITD) can impose fines of up to 12,000 zł per violation and up to 40,000 zł during a company inspection under the Road Transport Act. Keeping every driver’s code 95 current protects both the driver and the employer.
Who is exempt from Code 95?
Some driving falls outside the rules. Exemptions generally include vehicles up to 3.5 tonnes, vehicles with a maximum design speed of 45 km/h, vehicles used by or for the armed forces, civil defence, fire services and public-order forces on duty, vehicles undergoing road tests, and vehicles carrying material or equipment the driver uses in their work where driving is not the main activity. Farmers may be exempt in certain cases. If you think an exemption applies, confirm it with the Wydział Komunikacji or the ITD before relying on it.
