Two features of the Russian system shape everything else about category CE. First, CE can never be a driver’s first heavy entitlement: the law requires at least twelve months of holding category C before a lorry-and-trailer combination may be driven. The second, which matters most to anyone arriving from abroad, is that a foreign licence, even one showing CE, generally cannot be used for work that consists of driving. For most foreign truck drivers, the only way to drive professionally in Russia is to hold a Russian licence, earned through the same examinations as everyone else.
Both the examinations and the licence come from one body, the State Traffic Safety Inspectorate (Госавтоинспекция), which most people still call by its older initials, ГИБДД. The category is written as категория «CE» and is usually described as the right to drive a грузовой автомобиль с прицепом (a lorry with a trailer). Russia is outside the European Union and the European Economic Area, so EU licensing rules, the EU Driver CPC and code 95 play no part. The Russian framework rests on four texts: the Federal Law «О безопасности дорожного движения» (On Road Traffic Safety), the Government rules on driving examinations and the issue of licences, the Interior Ministry’s administrative regulation for the examination service, and a Health Ministry order on the compulsory medical examination of drivers.
One limitation belongs at the start, because it affects most of the links below. The official legal portals could not all be opened during research, so the legislation discussed here was read largely as consolidated texts republished by PDDMaster. This private Russian site reproduces traffic law. Those copies are reproductions, not the official gazette, and are treated as secondary sources throughout.
CE means a category C lorry with a trailer over 750 kg.
Article 25 of the Federal Law on Road Traffic Safety (chapter IV, consolidated text) sets out the categories. Category C covers motor vehicles with a permitted maximum mass above 3,500 kg, other than those that belong in category D. A category C driver may already tow a trailer of up to 750 kg. Anything heavier behind a C vehicle turns the combination into CE, which the law defines as category C vehicles coupled with a trailer whose permitted maximum mass exceeds 750 kg.
That definition catches both of the familiar heavy combinations: a rigid lorry pulling a drawbar trailer, and a tractor unit with a semi-trailer, the standard vehicle of long-distance freight. It also catches any other C vehicle towing a trailer above 750 kg, whatever the job. The test is mechanical rather than a matter of vehicle type: a category C towing vehicle plus a trailer above the 750 kg line means CE.
C1E sits one step below
Russia also has subcategory C1E, which covers a C1 medium lorry coupled with a trailer over 750 kg, with the combined mass capped at 12,000 kg. Article 25 also links the trailer’s mass to that of the towing vehicle, so the 12,000 kg figure is not the only condition, and anyone weighing up C1E should read the article in full. For articulated work on long routes, C1E is too narrow, and that work generally requires full CEs.
No weight ceiling on the category, plenty on the road
The CE definition doesn’t cap the combination’s mass. That is a statement about the licence, not about what may legally run on a road. Separate rules govern permitted weights, axle loads, and dimensions, and a vehicle that exceeds them needs special permission to travel. A CE holder is qualified to drive the combination; the transport rules decide how it may be loaded and where it may go.
Twelve months with category C comes first.
Article 26 of the law lists the conditions for any driving entitlement: the minimum age for the category, a medical certificate confirming there are no medical contraindications to driving, professional training completed in the established manner, and passed examinations. For the trailer categories BE, CE, and DE, it adds one more. A person may drive those combinations only after holding the corresponding base category (B, C, or D) for at least twelve months.
The rule entered the law through an amending federal law published on ConsultantPlu. The same amendmentt introduced the present CE definition and allowed examinations on either manual or automatic vehicles, and it remains in the current consolidated text of Article 26. Its effect is to make CE a second step. The twelve months run from the date the right to drive category C was obtained, not from the start of C training, and a candidate who begins the CE course too early can finish it before being allowed to sit the examinations.
Why the practical minimum age is about 19
Category C is available from 18, the same age as categories A and B and subcategories B1 and C1. The law lets 17-year-olds sit the examinations for B, C, B1 and C1, but the licence is issued only once they turn 18. Add twelve months of holding C, and the earliest realistic age for CE is about 19. The Russian texts reviewed contain no lower-age route for CE tied to a professional qualification, as EU drivers may know, because that system does not exist in Russia.
Category B is not a precondition.
For category C itself, the law does not require any period of experience in category B. A summary of the Article 26 conditions on PDDMaster lists no experience requirement for C and a twelve-month category C requirement for CE. Most applicants will hold B anyway, but for CE purposes only the date on the C entitlement counts.
The lorry medical involves more specialists.s
A medical certificate (медицинское заключение) must be in hand before the examinations. The Health Ministry order sets out the content of the compulsory medical examination for drivers and driver candidates, and its procedure (appendix 1, consolidated text) separates a standard set of checks from extra ones for heavy categories. Every candidate sees a general practitioner or therapist, an ophthalmologist, a psychiatrist and a psychiatrist-narcologist (an addiction specialist). Candidates for categories C, D, CE and DE, and for categories Tm and Tb, must also be examined by a neurologist and by an ear, nose and throat specialist, and must have an electroencephalogram (EEG).
The order also provides for chemical and toxicological testing, including a urine test for psychoactive substances, in the circumstances it specifies. Whether that applies to a given candidate is a question for the medical organisation carrying out the examination.
Licensed medical organisations issue certificates and set their own prices. The psychiatric and narcological examinations and the EEG are sometimes carried out at separate specialist facilities, so a cheap-looking quote may not cover all of them. The texts reviewed did not state how long a certificate stays acceptable for a licence application. Since it must be valid when the application is submitted, the sensible approach is to ask the medical organisation about its acceptance period and book the examination toward the end of training rather than at the start.
No training document, no examination
Russia does not let a candidate book a CE test on experience alone. Article 26 requires professional training “in the established manner”, and chapter II of the examination rules lists the document confirming that training among the papers needed for admission. In practice, that means a CE course at an organisation licensed to provide educational services for driver training, generally called an автошкола (driving school).
Aschool’ss educational licence and the programme it actually runs are the first things to check, because a school that trains for category C does not necessarily offer a CE programme. The vehicle matters as much. A candidate who trains on one type of combination and is examined on another starts at a disadvantage, and the gearbox of the examination vehicle can affect the licence, as the rules on transmission show. The location of practical training, on a closed training ground and on road routes, is worth asking about, and so is a written price with its inclusions: fuel, internal tests, hire of the vehicle for the examination and any extra lessons. There is no official national price for CE training, and this research found no reliable published price to quote, so itemised quotes from several schools are the only real basis for comparison.
What a CE course teaches follows from what separates it from C: coupling and uncoupling a trailer or semi-trailer, checking the combination before departure, reversing and manoeuvring a long articulated vehicle, judging space on turns, and driving smoothly in traffic with a vehicle that behaves quite differently from a rigid lorry. Theory lessons cover the traffic rules and safe driving principles examined in the theory test.
Applying at any examination unit, by one of three channels
Chapter I of the rules on driving examinations and the issue of licences says the Госавтоинспекция examines people who permanently or temporarily reside in Russia, or who are temporarily staying there. The Interior Ministry’s administrative regulation (chapter II) then provides that the examination unit where the applicant applies delivers the service, so a registered address does not tie anyone to a particular office. Where a unit cannot examine a category, the rules allow the examination to be held at another unit that can. The regulation also sets maximum times for delivering the service.
You can apply in person at the unit, electronically through the Unified Portal of State Services (Госуслуги), or through a multifunctional centre (МФЦ). The channel does not change the paperwork. Paragraph 18 of the examination rules lists the documents for admission, which for a CE candidate normally means:
- the application itself;
- a passport or other identity document;
- the medical certificate;
- the document confirming completion of CE training;
- the existing Russian driving licence showing category C;
- the individual insurance account number (СНИЛС), where applicable;
- a notarised Russian translation of any document drawn up in a foreign language;
- evidence that the state duty has been paid.
The last item is easy to overlook, and the administrative regulation lists non-payment of the duty as a ground for refusing the service. Driving schools usually prepare the training paperwork and may coordinate the application with the examination unit, but identity documents, the medical and the duty remain the candidate’s own responsibility.
The theory ticket allows very few mistakes.
Paragraph 9 of the examination rules requires both a theoretical and a practical examination for most categories, including CEm. The exceptions are narrow: a driver moving from an automatic-only entitlement to an unrestricted one in the same category, for example, sits only the practical. Holding category C does not exempt a CE candidate from theory.
Chapter III of the Interior Ministry’s administrative regulation sets out the format. Each candidate receives an examination ticket of 20 questions and has 20 minutes to answer it. A single mistake does not mean failure, but it triggers five additional questions from a thematic block, to be answered in five minutes, and further conditions apply to those extra questions. Three mistakes on the ticket end the examination as a fail. Examinations use technical monitoring equipment.
For an experienced category C driver, the danger is overconfidence. Three errors fail outright, and every single error adds questions under time pressure, so revising the current traffic rules pays off even for people who drive lorries every day.
The practical test: a route, a time limit and two deadlines. You can take the practical examination only after passing the theory, and the rules require you to schedule it no later than 60 calendar days after you pass the theory. For categories B, C, D, BE, CE and DE, it is held on routes, in vehicles that meet the requirements set out in an appendix to the rules, including dual controls where required. Chapter III of the administrative regulation limits the practical for CE, as for DE, C1E and D1E, to no more than 50 minutes. The examiner records errors on an examination sheet, and each type of error carries four, three, two or one penalty points.
The second deadline is less obvious. A theory pass does not last indefinitely: a candidate who has not passed the practical within six months of the theory pass must sit the theory again, and that repeat theory examination is held no later than 30 calendar days after the six-month period ends. Someone who fails the practical more than once can therefore find the clock running out on the theory as well.
Retakes: days at first, months after the third failure
Under the current consolidated text of the examination rules, a repeat attempt after a failed examination is held no earlier than 7 and no later than 30 calendar days later. The picture changes after the third failure. A candidate who fails the theory or the practical on the third or any later attempt may retake it no earlier than six and no later than nine months after the previous failed examination. Older editions of the rules set a 30-day wait instead, and the new wording could not be checked against an official portal. For someone whose job offer depends on CE, the practical meaning is plain: a third failure can cost half a year, so booking the test before the instructor judges the candidate ready is a poor gamble.
Automatic or manual transmission
The rules allow examinations on vehicles with either manual or automatic transmission. A candidate who passes a new category on an automatic receives a licence marked to show that vehicles in that category may be driven only with automatic transmission. Lifting the restriction later means completing the manual-transmission training programme and passing another practical examination. A driver who expects to work with manual-gearbox tractor units should confirm the transmission of the school’s training and examination vehicle before enrolling.
The language question the rules leave open
The examination rules require foreign-language documents to include a notarised Russian translation, and they provide a sign-language interpreter for candidates with hearing impairments. None of the texts reviewed said whether the theory test is offered in languages other than Russian, or whether a spoken-language interpreter may be used. A candidate with weak Russian should ask the examination unit before paying for a course.
The state duty doubled; everything else is priced privately.
The state duty (государственная пошлина) for a driving licence is set in Article 333.33 of the Tax Code, and the administrative regulation points to subparagraphs 43.1 and 44 of its first paragraph. A recent amending federal law doubled the previous rates. As summarised by PDDMaster, the duty now stands at 4,000 roubles for a national driving licence, 6,000 roubles for a new-generation national licence and 3,200 roubles for an international driving licence. Because PDDMaster is a secondary source and the official publication of the amending law could not be opened, rely on the amount shown on the Госуслуги payment screen or quoted by the examination unit.
The duty is the only nationally fixed figure in the whole process. The CE course, the medical certificate, notarised translations, extra lessons, repeat examinations and any vehicle hire a school charges for examination days are all priced by private providers and differ between them. With no official benchmark to measure against, the useful comparison is between itemised written quotes, read as carefully for what they leave out as for what they include.
A ten-year licence, and what can end it sooner
After both examinations are passed and the duty paid, the examination unit issues a new national licence listing every category held, CE included, with each entitlement shown by permission marks in the relevant fields. Chapter III of the examination rules sets its validity at ten years.
Replacing a licence at the end of those ten years does not involve new examinations. It does involve a new medical: Chapter II of the administrative regulation requires a medical certificate when a licence is issued to replace one that has expired, so a fresh medical examination is part of every renewal.
Article 28 of the Road Traffic Safety Law lists the grounds on which the right to drive ends early, including licence expiry, the discovery of medical contraindications, and deprivation of the right to drive by a court, for someone who drives for a living, losing the right to drive means losing the ability to do the job, which gives a clean record a weight well beyond the fines involved.
Work medicals are a separate system.
Article 23 of the same law adds a second layer of health checks for working drivers: compulsory preliminary and periodic medical examinations, the periodic ones at least once every two years, and pre-trip and post-trip medical checks in the situations the law specifies. Employers organise these, and they become part of a normal working day. They do not replace the certificate needed for a licence renewal, and the licence medical does not replace them.
The international driving licence
A Russian international driving licence is issued for three years, never beyond the expiry of the national licence, and is carried alongside the national licence rather than instead of it. Whether another country accepts either document, and for how long, is for that country to decide; we did not verify the position outside Russia for any country.
A foreign licence will not let you work as a driver in Russia.
Article 25 of the Road Traffic Safety Law says foreign national and international driving licences may not be used for business or employment directly related to driving vehicles. Two groups are exempt: citizens of Kyrgyzstan, and citizens of states whose legislation makes Russian an official language. Everyone else who wants to drive a lorry for pay in Russia needs a Russian licence with the right categories, regardless of what their foreign licence shows.
Private driving on a foreign licence has a time limit.
Outside work, foreign licences remain usable for a limited period. Under Article 25, foreign national and international licences become invalid for driving in Russia one year after the holder obtains a residence permit or Russian citizenship. Autonews reports that the same one-year principle applies to Russian citizens who obtained a licence abroad, counted from their first re-entry to Russia after getting it. The same report explains that failing to exchange a licence is not itself penalised, but driving once the licence has become invalid counts as driving without the right to do so, which brings fines and vehicle removal. Autonews also reports that people who obtained their status before a cut-off set in the law could exchange without examinations; that transitional group is not covered in detail here.
Exchange means examinations, and for CE probably training too.
Chapter IV of the examination rules governs issuing a Russian licence based on a foreign one, and it starts from the premise that this happens through examinations. A theory test alone is enough only for foreign licences in categories A, B, M and BE and subcategories A1 and B1, and for people covered by the Kyrgyzstan and Russian-official-language exception. Heavy categories such as C and CE fall under the general rule of theory plus practical. According to reporting by Autonews, truck drivers exchanging foreign licences also need retraining at a driving school before the examinations. The rules reviewed here do not spell that out, so the training requirement is best treated as likely, not certain.
Applicants for exchange need a medical certificate and a notarised Russian translation of foreign-language documents, and the foreign licence is returned to its owner once the Russian one is issued. The main exemption concerns Belarus: Russian licences are issued based on Belarusian licences to citizens of Russia and of Belarus without examinations. Separate provisions cover diplomatic staff. In every case, the Russian licence shows only the categories for which the Russian conditions have been met, so exchange is not an automatic transfer of everything on the foreign card.
What category CE does not cove?r
A CE entitlement records which vehicles a person may drive. It is not a professional qualification, a job offer or a right to live and work in Russia. Admission to the examinations depends on residing or staying in the country, but immigration status and permission to work fall under separate rules, and a foreign national who wants to work as a driver needs whatever work permission applies to them.
The EU certificate of professional competence and the code 95 entry found on EU licences have no place in the Russian route, and a Russian CE licence does not include them. Other obligations do apply. Article 20 of the Road Traffic Safety law requires organisations operating vehicles to fit tachographs where required and to ensure drivers follow working and rest-time rules, so a CE driver should expect to work with a tachograph and to be told by the employer what card or records it requires. Carrying dangerous goods needs separate training and certification that CE does not provide. This article did not research tachograph cards or dangerous goods certification in detail.
Working abroad raises the same questions from the other side. Each country decides for itself whether it accepts a Russian licence, whether it can be exchanged, and which professional qualifications and work permissions it requires.
Drivers with a CE entry from the Госавтоинспекция can register a profile on FastDriver.eu, a job portal where drivers and transport companies connect, or browse current vacancies. It issues no licences, approves no qualifications and cannot arrange a visa or work permit or promise a job.
The Russian route in order
- Find the date you obtained category C and count twelve months from it.
- Choose a licensed driving school with a CE programme, and agree the transmission type and an itemised price in writing.
- Book the driver medical, including the neurological, ENT and EEG examinations, towards the end of training.
- Gather your passport, current licence, СНИЛС (where applicable), the training document, and notarised translations of any foreign papers.
- Pay the state duty and apply in person, through Госуслуги or at an МФЦ.
- Pass the theory test, then take the practical, which must be scheduled within 60 days of passing the theory and completed within six months.
- Collect the new ten-year licence showing CE.
Points to raise with the Госавтоинспекция
Several points could not be checked against official Russian portals: the current retake periods, the languages in which the theory test is offered, how long a medical certificate remains valid, and whether retraining is formally required when exchanging a foreign C or CE licence. We read the legal texts mainly as PDDMaster reproductions, and none of this is legal advice. On each of these points, the focal Госавтоинспекция examination unit and the official legal texts it applies have the final word.
