Nobody in Albania can hold a category CE licence before the age of 22, and for most drivers the calendar matters more than the birthday. The route is a fixed chain: category B held for at least three years before category C, then category C held for at least one year before CE. The official pages describe no shortcut through the kind of professional training several EU countries offer. Once you have CE, the system keeps a closer eye on you than on car drivers: heavy categories are issued for at most five years at a time, a driver over 65 may use CE only for combinations of up to 20 tonnes laden, and the professional categories cannot be renewed after 70.
All of this is run by the General Directorate of Road Transport Services, known by its Albanian initials DPSHTRR (Drejtoria e Përgjithshme e Shërbimeve të Transportit Rrugor). Its regional directorates, the DRSHTRR offices, run exams and take applications, renewals and conversions. DPSHTRR also licenses driving schools, issues the professional qualification goods drivers need in addition to the licence, and issues tachograph driver cards. Hence, a heavy vehicle driver deals with one authority for almost everything.
A national system that borrows from EU practice without being bound by it
Albania is not a member of the European Union, so EU driving licence law does not apply there automatically. Albanian rules come from national law, mainly the Road Code (Kodi Rrugor) and ministerial instructions. Where they resemble EU rules, that is because Albania has chosen to align, not because an EU directive reaches into Albanian law.
The difference is practical. The EU’s new Driving Licence Directive, which member states are transposing over several years, changes nothing in Albania, and EU mutual recognition of licences and of the Driver CPC does not apply either. Age reductions or recognition arrangements read about in an EU country should not be assumed to carry over. The Albanian answer is whatever DPSHTRR publishes, and on several points below it publishes less than a driver would like.
What CE adds to category C
In Albanian, the driving licence is a leje drejtimi, and CE is the combination category built on category C. According to the DPSHTRR page on categories C1, C, D1 and D, category C covers goods vehicles with a maximum authorised mass above 3,500 kg with no upper limit, carrying no more than eight passengers besides the driver. Category C1 covers vehicles over 3,500 kg but not above 7,500 kg. Both allow only a light trailer of up to 750 kg.
CE lifts that trailer limit. It is the licence for an articulated lorry, where a tractor unit pulls a semi-trailer, and for a rigid lorry pulling a heavy drawbar trailer. DPSHTRR groups CE with C1E, D1E and DE on its page on categories C1E, CE, D1E and DE, and the practical test for all four is taken with the trailer attached.
No mass limit on the licence does mean no limit on the road.
Neither C nor CE carries an upper limit on maximum authorised mass. That describes what the licence entitles you to drive, nothing more. How heavy a combination may be on a given trip depends on other rules: the permitted gross weight recorded for the tractor and trailer, axle loads, dimensions, road restrictions, and any abnormal-load permit the operator holds. An overloaded trailer on a restricted road breaks vehicle and road rules even when the licence is perfectly valid. The only weight ceiling written into the licence itself is the over-65 rule covered later.
The categories that come with CE
The DPSHTRR page on licence equivalence states that CE also covers C1E and BE combinations, that category C includes C1 and B, and that every category includes AM. Because CE sits on top of C, a CE holder in practice has C, C1, C1E, BE and B as well. CE brings no bus entitlement: D1, D, D1E and DE each need their own training and tests.
Three years with B, one year with C: the timetable that decides when you qualify
Each heavy step has a minimum age and a minimum holding period. Category C1 needs age 19 and at least one year with category B. Category C needs age 21 and at least three years with B. C1E needs age 20 and a year with C1. CE needs age 22 and at least one year with category C.
Put together, those rules make the three-year B requirement the real gatekeeper for many people. Someone who passed the car test at 25 cannot start on category C until 28 and cannot hold CE before 29, no matter how keen an employer is. Someone who has held B for years can move to C at 21 and to CE a year later. Whichever condition is met last sets the date. The pages don’t give a minimum age for category B itself, so you have to work out your earliest CE date from your licence. No school can shorten the holding periods, because they are legal minimums rather than training requirements.
Many EU countries let drivers reach CE at 18 or 21 through a full or accelerated professional qualification. The DPSHTRR pages describe no such route for Albania, and we could not verify whether the Road Code provides one. Unless DPSHTRR confirms in writing that a reduced age applies to you, plan on 22 and the full holding periods.
Foreign nationals need legal residence before they can start
Albanian citizens identify themselves with their identity card. Foreign nationals are asked for a notarised and certified translation of their passport, together with a valid Albanian residence permit, according to the DPSHTRR licence application page; the same requirement appears on the renewal and conversion pages. A foreigner without legal residence therefore cannot follow the normal licensing route.
The link runs one way. Residence is a condition for the licence, but the licence gives nothing back: an Albanian CE licence creates no right to live or work in Albania. Other authorities handle residence and work permission under immigration law.
Every step runs through a licensed driving school.
Private practice followed by a self-booked exam is not an option. For C1E, CE, D1E and DE, the DPSHTRR procedure is registration with a licensed driving school (autoshkollë e licencuar), completion of the approved programme, and a practical test with the trailer coupled. Category C works the same way, with a theory exam as well as a practical test.
Choosing the school is therefore the first real decision. A searchable official list of licensed driving schools can be filtered by district and category, and shows which categories each school may teach and, for some, whether it may run professional qualification courses. As an example of an entry, Autoshkolla Sh. Karafili in Elbasan is listed for categories including C, CE, D and DE, with approval for goods and passenger courses. That describes the list; it is not a recommendation.
Two details deserve a second look. A school licensed for C is not automatically licensed for CE. And approval for professional qualification training is a separate authorisation, as the DPSHTRR page on schools training professional drivers makes clear, so check both if you want one provider for the licence and the qualification.
Schools set their own prices, and we found no published CE course price we could verify, so we haven’t included one here. A useful written quote states the hours you will spend driving the combination itself, whether the lorry and trailer for the exam are included, which official fees the school pays and which you pay at the counter, and what a retest costs.
Theory at the C stage, a trailer test at the CE stage
The category C theory exam
The written test comes when you move from a car licence into the heavy categories. According to the page on question banks in use, the test for moving from B to C1 or C has 40 questions, with no more than four errors allowed. A C holder moving to the bus categories, or vice versa, takes a shorter test of 10 questions with at most one error.
Preparation material on the learning materials page includes a road safety handbook, a candidate manual and online theory simulations for some categories, all in Albanian. No page we opened says whether heavy vehicle theory can be taken in another language or with an interpreter. A candidate with limited Albanian should settle that with the school and the DRSHTRR office before paying for a course.
A theory pass does not last indefinitely. The news site Balkanweb reported that a Road Code amendment extended its validity from six months to one year (Balkanweb report on the Road Code changes). We could not find the rule on a DPSHTRR page, so treat the one-year figure as reported, not confirmed.
The CE practical test
For CE, the category page lists only the practical test with the trailer connected, with no separate CE theory exam; theory has already been tested at the C stage. The practical test content is not published, so examiners must source vehicle checks, coupling, reversing, and road driving from the school. Coupling and reversing a combination are the new skills at this stage, and a course that skimps on them is a poor bargain whatever it costs.
Failing and retaking
The pages we reviewed give no waiting period before a retest and no limit on attempts. A retest normally means more lessons and a new exam fee, so the school’s retest terms belong in the written quote.
Medical certificates and the six-month and three-month clocks
Every heavy licence step needs a medical certificate of fitness to drive (raport mjekësor or certifikatë mjekësore). The renewal, conversion and professional qualification pages all ask for one issued no more than six months earlier.
The licence application after a successful exam has its own rule: you don’t need a new certificate if you apply within three months of being declared successful; after that, you need one only if the existing certificate has expired. Applying promptly after passing therefore saves a second medical.
The medical standards for heavy categories are not published on the pages we opened, and neither is a list of clinics. Schools handle this for every candidate and can tell you where their students go. Keep the original certificate: registration for the professional qualification requires the original, not a copy.
At the DRSHTRR counter: documents and issue fees
After the practical exam, apply at the DRSHTRR office counter where you passed. Staff capture your photo and electronic signature, both printed on the polycarbonate licence card. The application page asks for:
- a valid identity document, meaning the Albanian identity card or, for a foreign national, a notarised and verified passport translation plus a valid residence permit;
- your existing driving licence, since CE is an additional category, or a loss declaration if that licence has been lost;
- a valid medical certificate, subject to the three-month rule above.
The same page sets the issue charges. The state budget tax is 3,000 lekë for CE and 2,000 lekë for C1 or C; the card costs 4,500 lekë, and completing the application at another regional office carries a 1,000 lekë transfer fee. At the CE stage, the published charges therefore come to 3,000 lekë plus 4,500 lekë, on top of the C charges paid a year or more earlier. The fees for sitting the licence exams are not listed, so the DRSHTRR office or school must provide them.
The driving licence services page refers to online access and reservations through the national portal e-Albania, though the portal’s home page shows no specific licence service. Exams and photo and signature capture require you to attend in person.
CAP: the second qualification that professional goods drivers need
A CE licence lets you drive the combination. It does not, on its own, qualify you to drive goods vehicles for a living. For that, Albania uses the Certifikata e Aftësimit Profesional (CAP), which the CAP information page describes as proof of drivers’ professional competence in categories C1, C1E, C, CE, D1, D1E, D and DE. It is issued under a ministerial instruction on professional driver competence, as amended, and DPSHTRR says the scheme follows EU directives and developments in the transport market.
There are two versions. CAP for goods transport (CAP për transportin e mallrave) is for drivers of goods vehicles over 3.5 tonnes holding C1, C1E, C or CE. CAP for passenger transport (CAP për transportin e udhëtarëve) is for drivers of passenger and school transport vehicles holding D1, D1E, D or DE.
Code 95 on the card
CAP is now recorded on the licence card itself: code 95 appears under the relevant category on the back, with the qualification’s expiry date. EU countries mark the Driver CPC the same way, so the card looks familiar to a foreign employer or inspector. Familiar is not the same as recognised: the code records an Albanian qualification, and acceptance elsewhere depends on the other country’s rules.
Getting the initial qualification
According to the page on first-time CAP for goods transport, candidates take initial qualification courses at driving schools licensed and separately approved for CAP. The school registers the candidate, submitting the request on the approved form, a copy of the identity document, a copy of a valid licence for the CAP category sought, and an original driver’s medical certificate issued within six months.
That licence requirement means the qualification cannot come first. Because registration requires a valid C1, C1E, C, or CE licence, you must plan the CAP around the heavy licence.
Official fees for the initial goods CAP are 1,000 lekë for theory registration, 1,000 lekë for practical registration, 1,000 lekë for the theory test, 2,500 lekë for the practical exam, and 4,500 lekë for a card showing code 95. The school’s course fee is on top of that. The page gives no training hours for the initial course and no full or accelerated options, so ask the approved school what the programme requires.
Periodic training and keeping CAP up to date
The qualification expires. The CAP renewal page requires mandatory periodic training of 35 hours of theory, spread over at least seven days, at an approved school, and refers to a newer ministerial instruction that has updated the rules. Bring the service request, a valid identity document, a valid licence for the category, your old CAP card (if you have one), and a driver’s medical certificate from the last six months. Course registration costs 1,000 lekë.
The pages we opened don’t state how many years a CAP lasts; the date printed next to code 95 is the one that counts. It is not tied to the licence expiry date. A valid licence does not rescue an expired CAP, and a current CAP is useless on an expired licence, so a professional driver has two dates to watch.
Tachograph card, ADR and driving hours are separate again
A lorry with a digital tachograph needs a personal driver card, which DPSHTRR also issues through its tachograph cards section. The driver card page sets three conditions: residence in Albania, a valid licence for vehicles covered by the AETR agreement, and no other valid driver card. The card belongs to the driver, moves with them between employers, and is carried alongside the licence, not instead of it. Its validity and fee are not shown.
Dangerous goods sit outside the licence and CAP. Carrying them requires a separate ADR training certificate. We did not open an Albanian source on the ADR procedure, so a driver offered ADR work should check the current requirements and approved trainers first.
Driving and rest-time rules, recorded by the tachograph, add another layer. They govern how a licensed driver works, not whether they hold a licence.
Five-year licences and the age limits at 65 and 70
Heavy categories run on a short cycle. According to the equivalence page, C1, C1E, C, and CE are issued for five years, compared with 15 years for car and motorcycle categories held by drivers under 65, and the CE category page gives a maximum validity of five years for drivers up to 70. Each renewal requires a fresh medical certificate, so a CE driver sees the doctor more often than a car driver.
According to the renewal page, renewal after expiry requires a valid identity document (for a foreign national, the passport translation and residence permit), a medical certificate from the last six months, and the current licence or a loss declaration. The fee is 4,500 lekë, reduced to 2,000 lekë for people aged 65 or over and for people with disabilities. A duplicate costs 3,500 lekë; a transfer to another office costs 1,000 lekë.
Two age rules then narrow the entitlement. From 65, CE is issued only for combinations whose total mass with full load does not exceed 20 tonnes, a limit written into the licence rather than a road rule. And the professional categories (C1, C1E, C, CE, D1, D1E, D and DE) cannot be renewed after 70. Fitness and experience don’t affect either rule.
Moving to Albania with a foreign licence
A driver who settles in Albania with a licence from elsewhere uses the conversion service (konvertimi). According to the DPSHTRR page on converting foreign licences, a licence can be converted if it was issued by an EU member state, the United States, Canada, or a country with which Albania has a bilateral or reciprocal agreement. The applicant must hold a valid Albanian residence permit for more than one year.
The file goes to the regional DRSHTRR office: a valid identity document (for a foreign national, the translated passport and residence permit), a declaration of administrative responsibility on the approved form, a medical certificate from the last six months, and a notarised, translated copy of the foreign licence. US and Canadian licence holders also need an apostilled driving record with a notarised translation. The conversion request costs 4,000 lekë.
DPSHTRR then verifies the licence with the issuing country (for the US and Canada, the driving record serves that purpose), and the applicant continues with the standard procedure for an Albanian licence. The page stops there. It does not say every category transfers automatically, or whether CE converts without a test. For a professional driver, that gap matters; get DPSHTRR’s answer in writing before surrendering the foreign licence.
Conversion is for residents, and it differs from both driving briefly on a foreign licence and using an International Driving Permit. According to the international driving permit page, DPSHTRR issues IDPs to Albanian licence holders for 1,000 lekë at the counter, valid for three years or until the national licence expires if sooner, only in countries party to the Vienna Convention on Road Traffic and only with the national licence. It translates the licence and adds no categories.
Taking an Albanian CE licence abroad
Many Albanian CE holders look for work elsewhere in Europe, and three separate questions decide whether that works: licence recognition, acceptance of the qualification, and permission to work.
Recognition depends on the destination country and sometimes on a bilateral agreement. The Albanian Consulate in Munich explains that Germany and Albania recognise each other’s licences: Albanian licences issued after a set cut-off date can be converted in Germany without a written exam, older ones need extra checks, and the applicant must live in Germany at least 185 days a year. The consulate’s category list does not name CE, so confirm combination categories with the German authority.
An Albanian CAP with code 95 is not automatically an EU Driver CPC; EU and national rules decide what each country accepts. Neither the licence nor the CAP gives a right to work abroad; you still need the visa or permit that country requires.
Exchanging the licence abroad has consequences at home: the Albanian licence is cancelled. There is a procedure to regain an Albanian licence cancelled for replacement abroad, where the foreign licence carries code 70; you need an identity document, the approved declaration, a medical certificate, and a translated copy of the foreign licence, which is verified first.
The Albanian route in order
- Check the issue date of your category B licence: category C is possible from age 21 once B has been held for three years.
- Pick a school from the DPSHTRR list that is licensed for C and CE, and ideally approved for goods CAP.
- Complete the category C programme, pass the 40-question theory test and the practical exam, and pay the C issue fees.
- Hold category C for a full year, and be at least 22, before sitting the CE practical test with the trailer.
- Apply at the DRSHTRR office where you passed, ideally within three months so your medical certificate still counts.
- Complete initial goods CAP at an approved school so that code 95 appears on your card, then diary both expiry dates.
Fees, languages and CAP details still unconfirmed
DPSHTRR’s pages leave several things open: licence exam fees, test language and interpreter rules, medical standards, retest rules, the length of the initial CAP course and CAP validity in years, and whether a foreign CE converts without a test. The extended theory-pass validity appears only in a news report. On all of these, the final word belongs to DPSHTRR and its DRSHTRR offices; this is general information, not legal advice.
For drivers who hold CE and CAP and are ready to look for work, FastDriver.eu is a job portal listing vacancies for professional drivers, and you can set up a profile in its driver section. It issues no licences, approves no qualifications and cannot guarantee a job, visa or work permit.
