Who Needs Work Authorisation

Citizens of the EU, EEA and Switzerland work freely and only register longer stays. Everyone else needs a single residence and work permit (enotno dovoljenje), which combines residence and work in one document and replaces the old separate permits.

Who Issues It, and the Labour-Market Check

The single permit is issued by the local Administrative Unit (Upravna enota), while the Employment Service of Slovenia (ZRSZ) gives its consent on the work side. As part of that consent, the employer generally must show that no suitable local or EU worker was available — a labour-market check — except where the role is a recognised shortage occupation, which frequently applies to driving. The employer must also have settled tax liabilities and be eligible to employ.

Special Routes for Balkan Nationals

Slovenia has bilateral employment agreements with Bosnia and Herzegovina and with Serbia. For their nationals, a work permit issued under the agreement by the Employment Service counts as the consent within the single-permit procedure, which can simplify hiring — relevant for many experienced drivers from the region.

The employer applies at the Administrative Unit, or you apply at a Slovenian embassy; a Type D long-stay visa lets you enter while the card is issued, and you register your address at the Administrative Unit within days of arrival. An EU/EEA licence is recognised; a non-EU licence must be exchanged for a Slovenian EU-standard licence after residence, sometimes with a test.
