Croatia has become one of Europe’s busiest recruiters of foreign drivers — over a hundred thousand third-country workers now hold Croatian stay-and-work permits, and transport firms are steady users of the system. The 2026 rules are clearer than ever, with a digital application, defined deadlines and new protections for workers. Here is exactly how to apply for a truck driver job in Croatia in 2026, step by step, from job offer to your first route.

Step 1: Get the job offer first

Croatia’s dozvola za boravak i rad (stay-and-work permit) cannot be applied for without employment lined up — the employer drives the process. Browse current truck driver jobs and vacancies and secure a written contract or binding offer before anything else.

Step 2: The employer files digitally

Applications that involve the labour market test are submitted electronically by the employer via the joint MUP–HZZ application on the Burza rada portal — with MUP being the Ministry of the Interior and HZZ the Croatian Employment Service. The test checks whether an unemployed local candidate fits the role; if the occupation sits on HZZ’s high-demand list, the test is skipped, and only HZZ’s opinion is needed.MUP publishes official rules.

Step 3: Your salary is protected

A 2025 reform enshrined a key protection in law: your pay must be at least equal to that of Croatian workers in comparable positions, and contracts cannot contain discriminatory clauses. If an offer looks suspiciously below Croatian market rates, that is now a legal problem for the employer, not just a bad deal for you.

Step 4: The decision

Step 5: Register after arrival

Two deadlines matter for landing: register your address within 15 days (extended from 3 in the 2026 changes), and your employer registers you with the pension and health systems within 8 days of starting work. If the employer provides housing, note that the 2026 rules set minimum standards — at least 14 square metres per worker with proper facilities. More on our residence card page.

Step 6: Your licence and Code 95

New for 2026: changing employers

A major reform now allows permit holders to change employers without restarting the whole process — after six months with their first employer (sooner if the employer breaks the rules, for example, by not paying wages). The new employer requests an HZZ opinion, notifies the police within 3 days of the contract, and the switch is resolved within 45 days. This meaningfully reduces dependence on a single company.

  • Passport valid well beyond the planned stay.
  • Signed employment contract or binding offer.
  • Licence, Code 95 and qualification documents (certified translations where required).

  • Proof of accommodation and health-insurance arrangements.

Realistic timeline

Croatian transport hires across two worlds. The Adriatic corridor — Zagreb to Rijeka’s port, down the coast to Split and Dubrovnik — runs containers, fuel and the summer supply surge that tourism demands. The continental side moves goods between Zagreb, Osijek and the Slovenian, Hungarian and Serbian borders, with international CE runs into Austria, Germany and Italy paying the strongest packages. Seasonality is real: coastal distribution peaks hard from May to September, and drivers willing to work the season are especially prized.
