How to Get a Category AM Driving Licence in the Netherlands?

The Netherlands genuinely rewards passing your practical AM exam on a two-wheeled bromfiets rather than a brommobiel (microcar): pass on the bromfiets, and you’re covered for everything in the Category; pass on the brommobiel alone, and you’re restricted to that vehicle type only. What category does AM cover?

AM authorizes bromfietsen (mopeds up to 45 km/h, blue number plate), snorfietsen (low-speed mopeds up to 25 km/h, identified by a blue helmet sticker and generally using cycle paths), speed pedelecs (electrically assisted bikes capable of up to 45 km/h), and brommobielen (microcars, subcategory AM4, also capped at 45 km/h).

Minimum age

You need to be 16 to hold an AM. The theory exam can be taken from 15 and a half, so you can be ready to start practical lessons and the practical exam right on your 16th birthday.

The theory exam is the same regardless of the vehicle.

Passing on a two-wheeler covers you for everything, passing on a brommobiel doesn’t

This is genuinely worth knowing before booking. If you pass your practical exam on a two-wheeled bromfiets, you’re authorized to ride any vehicle in the AM category, including a brommobiel. If you instead take your practical exam in a brommobiel, your license is restricted to brommobielen only; you wouldn’t be able to ride a scooter or moped on that basis alone.

What it costs in 2026

CBR’s official 2026 fees are €50.50 for the theory exam and €149 for the practical exam, totaling around €200 in exam fees alone, and on top of this, driving lessons commonly run €30–55 per hour, with most candidates needing 4 to 10 lessons depending on prior experience. All told, budget €350–600 for the complete process. A retake costs the same as your first attempt, so passing the first time genuinely saves money.

Automatic entitlement from a car or motorcycle license

If you hold a valid Category B (car) license or a Category A, A1, or A2 motorcycle license, AM is automatically added to your license; no separate exam is required. This rule has been in effect since 1 October 2006, regardless of your birth year, and there are no plans to change it. It also applies if you obtain your B license at 17 through the 2toDrive accompanied-driving scheme; even though you need a supervising adult in the car until 18, no such supervision requirement applies once you’re riding a moped or scooter on the AM entitlement that comes with it.

How long does your theory remain valid

Once you pass the theory, your certificate remains valid for 1.5 years, within which you need to complete your practical exam.

Who’s exempt entirely

Anyone born before 1 January 1988 doesn’t need an AM license to ride a moped, scooter, or brommobiel; carrying valid identification is sufficient.

Automatic transmission

Bromfietsen, snorfietsen and brommobielen are commonly automatic-transmission by design, so this generally isn’t a separate licensing restriction for AM specifically.

The fine for riding without a valid AM license

Riding without a valid AM license carries a €290 fine under 2026 rates, and this can increase, with potential vehicle seizure, if combined with other violations, such as an illegally tuned engine.

Special vehicles that do not require a license.e

Certain unusual mopeds, Segways, Stints, and Trikk don’t currently require a driving license in the Netherlands. However,gh the ministry is developing new rules that may bring these under licensing requirements in the future.

Validity

An AM license is valid for 10 years, matching Categories B and A. From age 75, renewal periods are limited to a maximum of 5 years, based on a medical assessment through CBR; the renewal itself is handled by your local municipality rather than CBR directly.
