Luxembourg’s AM license sets the minimum age at 16 and requires you to pass the general theory exam before you’re even admitted to the category-specific 7-hour AM training course. This piece covers what AM authorizes, the correct sequencing of exams and training, and the current documentation requirements.
What category does AM cover?
AM authorizes two- or three-wheeled cyclomoteurs (up to 50 cc and 45 km/h) and light quadricycles with a maximum speed not exceeding 45 km/h.
Minimum age
You need to be 16 to hold an AM in Luxembourg.
Below 25 km/h: no license needed at all
This is genuinely useful to know. Any two- or three-wheeled vehicle with an internal combustion engine up to 50cc, or an electric motor, that cannot exceed 25 km/h requires no driving license whatsoever. AM only becomes necessary once you’re riding something capable of 25–45 km/h.
The training sequence: general theory first, then AM-specific training
This is genuinely important to understand before enrolling. Admission to the 7-hour AM training course, which combines theory and practical instruction and is delivered by an approved driving school, requires that you have already passed the general driving license theory exam. The theory exam covers road traffic rules under the Code de la Route, and if it’s your first license, a common core curriculum applies across the A, A1, A2, AM, B, and F categories, requiring a minimum of 12 one-hour lessons.
What happens if you fail the theory exam
If you fail, you’re required to repeat half of the mandatory theory hours before you can sit the exam again.
Documents you’ll need
- A recent medical certificate, dated no more than three months before the application
- A recent passport-style photo, 45x35mm, taken face-on
- A criminal record extract from your last country of residence is only required if you’ve lived in Luxembourg for less than five years and were already an adult at the time of that residence
- A copy of your valid identity document
What it costs
Beyond your driving school’s course fees, a fiscal stamp fee of €30 applies, paid directly by the candidate. Driving school pricing varies by provider, so comparing quotes is worthwhile.
No provisional license for AM
Unlike some categories, there’s no provisional or learner license for AM specifically; you can only practice on public roads accompanied by an approved driving school, not independently, before passing your exams.
Carrying a passenger
You need to be at least 18 to carry a passenger on an AM-category vehicle, even once you hold the license itself.
After you pass your practical exam
Once you pass, the examination center issues a “Demande de permis de conduire” (driving license request), valid for three years. You then take this document to your local commune (municipal administration) to have your actual AM license issued.
Automatic transmission
As with other EU-aligned systems, testing on an automatic-transmission vehicle typically restricts the resulting license to automatic machines only.
Speed pedelecs count as cyclomoteurs too.
Speed pedelecs with power up to 4,000 W fall under the class B cyclomoteur definition in Luxembourg, requiring AM just as a petrol scooter would.
Upgrading to A1, A2 or full Category A
Luxembourg runs a staged motorcycle system above AM: A1 from 16 (light motorcycles and tricycles up to 15 kW), A2 from 18 (up to 35 kW), and full Category A from 20 (motorcycles, with two years’ A2 experience required) or 21 for tricycles. Category B holders can also access A1-equivalent light motorcycles after holding B for two years and completing at least 7 hours of theoretical and practical training, without a separate full A1 application.
Validity
An AM license is valid for 10 years, matching the other non-professional categories (A and B); professional categories (C and D) are valid for 5 years.
Changing driving schools
You can switch driving schools at any point during your training by presenting your learning certificate to your newly chosen school, which then forwards your application to the SNCA’s driving license service. The switch has no bearing on your theory or practical exam.
Tips that actually help
- Remember, you must pass the general theory exam before you’re admitted to AM’s specific 7-hour training course.
- Budget for the €30 fiscal stamp fee separately from your driving school’s course price.
- Keep your “Demande de permis de conduire” document safe after your practical exam, since you’ll need it at your commune.
- Check whether a vehicle capped at 25 km/h might suit your needs without requiring an AM at all.
Where does this fit going forward?
AM in Luxembourg follows a genuinely structured sequence, with the general theory exam as a clear prerequisite before category-specific training begins.
