Hungary sets AM’s minimum age at just 14, one of the youngest in Europe, and the license bundles in genuinely broad extra rights: slow vehicles and trailers, garden tractors, and animal-drawn vehicles, alongside mopeds. This piece covers what AM authorizes, real 2026 costs, and why under-16s are restricted to domestic riding only.
What category does AM cover?
AM authorizes two-wheeled mopeds (L1e), three-wheeled mopeds (L2e), or light four-wheeled vehicles (mopedautó, L6e), with a maximum design speed of 45 km/h, an engine displacement not exceeding 50 cc (or 4 kW for electric motors), and an unladen weight not exceeding 350 kg.
Minimum age
You can hold AM from 14. Theory courses can start at 13 years and 6 months, the theory and vehicle-handling exams at 13 years and 9 months, and the road traffic exam at 14 years.
Under-16s can only ride domestically.
This is genuinely important to know. If you obtain your AM license before turning 16, you’re restricted to riding in Hungary only; you can’t use it abroad until you turn 16, which aligns with the EU-wide minimum age most other countries apply.
AM grants broader rights than just mopeds.
Beyond scooters and mopeds, Hungary’s AM license also authorizes slow vehicles and their trailers, garden tractors, and animal-drawn vehicles, a genuinely broad set of national driving rights consolidated into a single license category, particularly useful in rural areas.
Documents and eligibility
- A valid identity document and address card
- Permanent residence or a registered address in Hungary, with any temporary residence permit valid for at least 185 more days from your application date
Unlike A1, A2, A, or B, AM doesn’t require a medical fitness certificate or a minimum education requirement, both of which genuinely reduce the paperwork compared to higher categories.
The exams
You’ll need to pass a KRESZ (traffic rules) theory exam, a first-aid exam, a vehicle handling exam, and a road traffic (forgalmi) exam. The KRESZ and first-aid exams can be retaken as many times as needed, though each retake requires a fresh exam fee. If you fail the vehicle handling and traffic exam five times within two years, you’ll need to undergo a career-aptitude assessment before continuing.
Why starting young can help later
Traffic safety professionals note that young riders who start with AM at 14 often find it easier to meet requirements for higher categories later, since they arrive with existing road experience, familiarity with exam conditions, and a developed sense of traffic awareness compared to first-time riders starting from scratch as adults.
Vehicle types in more detail
The three vehicle classes covered by A L1e (two-wheeled), L2e (three-wheeled), and L6e (light four-wheeled moped cars each have slightly different handling characteristics, so it’s worth test-riding or discussing options with your driving school before committing to a specific training vehicle.
What it costs
The application fee at your local kormányablak (government one-stop office) is 6,900 HUF, plus 2,000 HUF if you want your finished license posted rather than collected in person. Separately, theory course fees run around 31,000 HUF (with supplementary access at 6,900 HUF if needed), and practical driving lessons start from around 6,500 HUF per hour, varying by school and instructor.
Theory study options
Many driving schools offer the theory component through e-learning platforms such as E TITÁN, letting you start studying immediately after enrolling rather than waiting for a scheduled class to begin.
Seasonal pauses in practical training
Some driving schools pause practical instruction and testing annually, typically from 15 November to 15 March, due to winter weather conditions, worth factoring into your planning if you’re enrolling in autumn.
Automatic transmission
Mopeds and moped cars are commonly automatic-transmission by design, so this generally isn’t a separate license restriction issue for AM specifically.
Upgrading to A1, A2 or full Category A
Hungary runs a staged motorcycle system above AM: A1 from 16 (up to 125cc/11kW), A2 from 18 (up to 35kW), and full Category A from 24, or 20 with two years’ A2 experience. Progressing gradually through the categories, rather than jumping straight to a large machine, can reduce the required theory courses and exam requirements at each stage.
Validity
Hungarian AM licenses follow standard administrative validity periods, subject to any applicable renewal requirements.
Tips that actually help
- If you’re under 16, remember your AM license is only valid domestically until your 16th birthday.
- Take advantage of e-learning theory platforms if you want to start studying right after enrolling.
- If enrolling in autumn, check whether your driving school pauses practical training over winter.
- Budget for the government application fee separately from your driving school’s course fees.
