How to Get a Category A1 Driving Licence in Azerbaijan?

Since 26 March 2026, riding a moped in Azerbaijan requires a genuine A1-category driving license, vehicle registration, and a state number plate, a significant change from the past, when mopeds could be ridden without any license at all. What Category A1 covers

A1 authorizes motorcycles with engine displacement not exceeding 125cc and power not exceeding 11 kW, along with tricycles and light quadricycles within the same specification.

Minimum age

You need to be 16 to hold an A1 license, along with the right to ride mopeds and suspended-engine bicycles, in line with the EU baseline. Full Category A, along with B and C, requires 18.

The March 2026 moped licensing change

This is genuinely significant and very recent. Following amendments made to the “Road Traffic” Law on 9 December 2025, from 26 March 2026, riding a moped in Azerbaijan requires an A1-category driving license, a vehicle registration certificate, and a state number plate. Previously, mopeds could generally be ridden without holding any license at all. A moped, under the amended law, is defined as a two- or three-wheeled vehicle powered by an electric motor or an engine not exceeding 50cc, with a maximum design speed not exceeding 50 km/h (excluding certain small electric vehicles). Suspended-engine bicycles and similar vehicles are treated equivalently to mopeds for most purposes under the new rules. Anyone wanting to keep riding a moped legally needs to apply to their regional registration-examination unit promptly, since riding without the required license, registration, and plate now carries administrative liability.

Where A1 sits in Azerbaijan’s motorcycle system

Azerbaijan runs A1 (16, up to 125cc/11kW, plus tricycles and light quadricycles), and full Category A (18, all types of motorcycles). Holding a full Category A automatically confers A1 riding rights as well.

Why the moped reform was introduced

Authorities cited road safety and accountability as core motivations: bringing moped riders into the same licensing, registration, and identification framework as other motorized road users makes it possible to enforce traffic rules against them and track vehicle ownership, addressing what had been a genuine regulatory gap.

The theory and practical exams

The theory exam tests knowledge of Azerbaijan’s road traffic rules; the practical exam assesses genuine vehicle-handling skills on an A1-appropriate motorcycle. Both are conducted at your regional registration-examination unit (QİM), typically by an examination commission of two or more members.

Training vehicle requirements

Training takes place at approved facilities and training grounds, using vehicles no more than five years old, marked with a white triangular “Təlim” (training) sign with a red border on both the front and rear.

State duty payment

State duty for license issuance can only be paid via bank, post office, plastic card, electronic payment system, or the internet; cash payments are not accepted.

Automatic transmission

As with other EU-aligned systems, testing on an automatic-transmission motorcycle typically restricts the resulting license to automatic-transmission motorcycles only.

How long does issuance take

Once you’ve successfully passed both the theory exam on traffic rules and the practical vehicle-handling exam, your license is issued by the registration-examination unit within seven days.

The license document itself

Azerbaijani driving licenses display the license name in both Azerbaijani and French (“Permis de conduire”), with data fields shown in Azerbaijani and English. An electronic chip is embedded in the license for information security purposes.

Azerbaijani driving licenses follow standard administrative validity periods, subject to medical fitness requirements.

Foreign residents and license exchange
