Recruiter verification • Multiple driver categories • South Savo employer connections
South Savo holds no border crossing of its own, and the trunk road that once carried its freight east now ends at a closed one. That is the shape of the region’s long-distance work since the eastern frontier shut: the nearest crossings lie in the next region south; both are closed to all traffic on decisions carrying no end date, and their customs offices are closed with them. A region without its own crossing has nothing to reopen and no local decision to watch, so what changed here was not a route but a direction. Freight that used to head east now goes south and west, and the lake system that shapes the map adds distance to both: a straight line between two points in this region is often a long way from the road that connects them.
These roads are kept together with North Savo and North Karelia by one body covering sixteen thousand kilometres, of which seven thousand six hundred is gravel and only eight and a half thousand is paved. That matters in spring, because gravel is what the thaw attacks first and the authority then closes individual roads to anything over twelve tonnes. Mikkeli itself sits where designated main routes meet, with one ending at the town and two trunk roads beginning there, so the local network radiates outward rather than passing through.
Two localities take a licence application or an examination, in Mikkeli and in Savonlinna, which is more than the single counter several comparable regions manage. The licence itself is issued nationally rather than at either of them, so neither counter decides anything about the document it hands over.
FastDriver.eu provides the platform structure. Independent recruiters remain responsible for candidate sourcing, lawful representation, data protection and accurate communication. Review the South Savo driver requirements, the South Savo employer page or the Finland recruiter page for the national overview.
Approved partners work through the recruiter portal. What is available depends on the verification outcome and the selected package.
Present suitable truck, bus, coach, van, delivery, taxi, chauffeur and other professional driver candidates for South Savo requirements.
The nearest crossings lie in the next region and both are closed with no end date. There is no local decision here to watch.
Nearly half the shared network is gravel, and gravel is what the spring thaw closes first, road by road, to anything over twelve tonnes.
Mikkeli and Savonlinna each take applications and examinations, which spreads the journey for a region of this shape.
Approved partners may receive access to the existing recruiter or vendor portal according to the selected package.
Create and maintain structured profiles containing licence, experience, qualification, language and availability information.
Review relevant South Savo employer requirements and identify candidates whose profiles may match the vacancy.
Request assistance with approved portal access, candidate profiles and relevant employer requirements.
Not every driver category has an active Finnish vacancy at any given time. Review the current employer requirements before presenting a candidate.
Registered recruitment companies, licensed employment placement businesses, driver-sourcing specialists and authorised recruitment consultants may submit an enquiry.
Recruiters may apply from any country when they can legally represent candidates and provide verifiable company information.
An enquiry is reviewed against the legal company name, registration, country of registration, business address, official company email, website, recruitment licence where required, responsible contact person and professional recruitment experience.
The review also covers the driver categories represented, the countries where candidates are sourced, the candidate permission procedure, the data protection process and the ability to provide accurate candidate documents.
Submitting an enquiry does not guarantee approval or portal access. Approval does not create a government licence or legal authorisation to perform regulated recruitment activities in South Savo.
Each region has its own road network, its own exposure to the spring thaw and its own distance to the nearest examination and licence service point, while the licence itself is issued nationally rather than locally. You are reading the South Savo page. Open another location to see the recruiter information there.
Recruiters must have a lawful basis for collecting, storing and sharing candidate information.
A recruiter must not upload a candidate profile without the candidate knowing about it and giving appropriate permission.
Candidates should understand which company collected their information, why it is being processed, which platform receives it and that suitable employers may review their profile.
They should also understand how long the information may be retained, how to request a correction, how to withdraw consent where consent is the legal basis and how to request deletion where applicable.
Use secure methods when processing passports, licences, driver cards, residence documents, medical information or other sensitive records. General guidance is published by the European Data Protection Board. A foreign driver living in South Savo holds a residence permit issued by the national immigration service, and a driving licence issued by Traficom through a contracted service point. Neither body is regional, so which region a driver settles in changes nothing about either document. What it does change is how far they travel to reach a counter, because the service point network is not spread evenly across the country.
Platform access does not remove the recruiter's own data protection responsibilities.
EU, EEA and Swiss citizens generally benefit from freedom of movement under the applicable rules. You must still verify identity, licence, qualifications, experience and suitability for the position.
A valid EU or EEA driving licence is recognised in Finland while it remains valid, although professional qualification, validity and medical requirements may still apply. Never assume that every licence or professional document is automatically suitable for every vacancy. Finland charges a goods vehicle nothing for the use of its roads. There is no motorway toll, no vignette and no charge by time or by distance on a vehicle over three and a half tonnes, which is unlike most of the Union and is the first assumption an arriving driver has to drop. A heavy-vehicle vignette has been costed and discussed at ministerial level but is not law, and an earlier bill to charge vehicles over twelve tonnes lapsed over concerns that it would discriminate by nationality. There is no general weekend or public holiday ban on heavy goods vehicles either. What Finland restricts instead is the thaw. Meltwater weakens the body of a low-volume road or softens its surface, and the road authority then limits individual roads to twelve tonnes, usually from late March or early April, lifting them through May and occasionally not until Midsummer. It bites hardest on gravel, which is about a third of the public road network, but paved roads are restricted too. A haulier finds out from the weight-restriction layer of the national traffic map, from the road users' telephone line, or from a sign at the start of the road. The permitted combination is generous by Union standards, up to thirty-four and a half metres and seventy-six tonnes on the whole network without a separate permit, though a combination over twenty-five and a quarter metres carries outline marking lights and a long-vehicle sign, one over twenty-eight metres needs further equipment, and one with little weight on its driven axles needs sanding or chain-throwing gear. Winter tyres are required on a goods vehicle between the beginning of November and the end of March where the weather or the road demands it rather than on fixed dates, with deeper tread on the driven axles than elsewhere: at least five millimetres of main groove on a driven axle against three elsewhere and on every trailer axle, and the tyre must carry the three-peak snowflake marking, because a tyre marked only for mud and snow is no longer accepted. Studs are permitted rather than required, and chains are allowed with no general obligation to fit them. One piece of context frames all of this: motorway is little more than one per cent of the public road network, some nine hundred and fifty kilometres out of nearly seventy-eight thousand, so most professional driving in Finland is done on single carriageway. One further restriction is not seasonal at all and reshapes the map: every road crossing on the eastern frontier is closed to all traffic, goods vehicles included, on a decision carrying no end date, so a corridor that once ran east now stops at the border.
Third-country driver candidates may be presented when the profile is accurate and relevant to a stated employer requirement. Uploading such a candidate does not create permission to work or live in Finland.
A suitable candidate may require an appropriate employment offer, an employment authorisation and a residence permit, a visa where applicable, recognition or exchange of a driving licence, a certificate of professional competence and additional employer or authority documents. The certificate of professional competence is separate from the driving licence, and it is what decides whether a driver can be put to work on goods or passenger carriage. Training is given only at centres approved by Traficom, the education ministry or the defence forces, the theory test is sat at a Traficom service point, and a pass is twenty-two correct answers out of thirty questions in thirty minutes, with the goods and passenger tests taken separately. The language is the part a recruiter has to plan around, because the answer is narrow: the qualification test is sat in Finnish or in Swedish, and in no other language. There is no English sitting. On the route taken without the full training course no interpreter may be used at all. On the training route a candidate whose first language is neither Finnish nor Swedish may instead sit an oral version lasting an hour, may bring a printed dictionary and may use a trained interpreter, who needs Traficom's approval for a less common language and whom the candidate pays. The ordinary driving licence theory test is a different examination and is offered in English, so the two are often assumed to work alike when they do not. The qualification is recorded either as code ninety-five on the licence or on a separate driver qualification card, at the holder's choice, lasts five years and is renewed by thirty-five hours of further training. A driver who holds no Finnish licence receives the card. The employment authorisation and the residence permit are separate steps and do not carry the same conditions.
Access to the Finnish labour market is decided nationally, so the position for a job in South Savo is the same as anywhere else in the country. A driver from outside the European Union works on a residence permit for an employed person, decided by the national immigration service, which also runs the labour market test itself since the employment office's partial decision was abolished. The worker applies and pays the fee, and the employer supplies the terms of employment separately through the service built for employers, so the application is the candidate's and the particulars are the employer's. A first permit is applied for from outside the country and an extension from inside it. The permit is tied to the field of employment named in it, a zero-hours contract does not qualify, and the employer has to satisfy itself that the worker has the professional skills the job requires. Unless the occupation is exempt, the vacancy has to be advertised on the national job market service for at least two weeks before a permit is granted. One further document belongs to the carrier rather than the candidate: a driver who is not a national of the Union or the European Economic Area needs a driver attestation before being used on international carriage of goods. The holder of the Community licence applies for it, Traficom issues it, it stays the carrier's property and is put at the driver's disposal rather than owned by them, it runs for at most five years, and it goes back when the employment ends. Candidates can review our driving licence eligibility guidance.
Never advertise guaranteed visa sponsorship, guaranteed permits or guaranteed employment.
FastDriver.eu provides a job and recruiter collaboration portal. It does not automatically authorise a recruiter to post, lease, supply or employ workers in South Savo. A Finnish driving licence is issued by Traficom, the national transport agency, and there is no local licensing authority: the region a driver lives in does not decide which office handles them, because the counters are not municipal offices at all. Traficom buys the counter work from private contractors under regional agreements won by competitive tender, so a service point is a contractor's premises rather than a public office, and which company runs a given point changes with each contract round. A permit can be applied for in Traficom's own electronic service where the applicant has a permanent address in mainland Finland and a photograph and signature already held in the police passport photograph register, and at a service point otherwise. Exchanging a foreign licence always means attending in person. A licence from another EU or EEA state stays valid while it is valid where it was issued, and has to be exchanged only as it approaches expiry. A licence from a state on Traficom's published list of contracting and comparable states can be used for two years after a permanent move and then exchanged on a medical certificate, except that a lorry or bus category always requires a Finnish driving examination, so a goods vehicle licence is never exchanged on the document alone. A licence from any other state is accepted for one year from entry in the population register and only for a moped, a motorcycle or a car, so it does not reach professional driving at all. An exchange from outside the listed group takes roughly three to four months to decide, and a temporary licence issued in the meantime is valid only inside Finland. A document issued by an authority Finland does not recognise is not accepted on any basis, which covers licences from Transnistria, the Donetsk People's Republic, the Turkish Republic of Northern Cyprus and Crimea. Once an examination is passed the licence is produced centrally and posted, which takes about a fortnight, and in the meantime the examination certificate itself permits driving in mainland Finland for up to six months so long as photographic identification is carried. Two things stayed with the police rather than moving to the agency: changes to the categories and conditions on a licence, and reinstating the right to drive after it has been withdrawn.
Candidate introduction, employment placement, temporary worker supply, cross-border posting and worker leasing each carry their own obligations, and the one you are actually performing decides which apply.
Identify the actual cooperation model before you begin. Recruitment, temporary agency supply, cross-border posting and direct employment are treated differently under Finnish and European rules, and a cross-border posting carries notification obligations of its own before the work starts. Platform access replaces none of that, and it is not a posting notification, a residence permit, an immigration approval, a Finnish business registration or a candidate employment contract.
Candidate profiles should carry the licence categories, Code 95 status, driver card details, ADR certification and route experience relevant to the role.

Recruiters must have a valid legal basis, provide appropriate privacy information and follow the applicable retention rules.
Yes, when the candidate has given appropriate permission and the profile is relevant. Uploading a candidate does not guarantee immigration eligibility.
A candidate must know that a profile is being created and shared. Separately, the recruiter needs an appropriate lawful basis for processing the data, and consent is only one available basis.
The required information depends on the position. A complete profile may also require licence, qualification, experience, language and work authorisation information.
Only when there is a lawful reason, appropriate candidate permission and a secure processing method.
The platform may review documents for completeness or visible issues, but official authenticity and recognition remain with the responsible authorities and employers.
No. The worker applies for the residence permit for an employed person and pays the fee, while the employer provides the terms of employment separately. The national immigration service decides it, and it is not a matter for the transport agency that issues the licence.
No. The responsible embassy or authority makes visa decisions.
No. An exchange is applied for in person at a service point and decided by Traficom, never by the platform.
Communication must follow the access and contact process provided by the relevant FastDriver.eu package.
