Recruiter verification • Multiple driver categories • Hiiu employer connections
Hiiu is the smallest county by population, with fewer than ten thousand residents across about a thousand square kilometres, and the whole county is a single municipality, Hiiumaa vald. The five district areas it is divided into no longer have governments of their own, only district councils, so all local business is done from one office at Kärdla.
Everything arrives at Heltermaa. The ferry from Rohuküla is the county’s only freight artery. One scheduled sailing takes about 150 cars, or 750 lane metres, and an articulated vehicle takes up several car lengths. Road eighty runs from the harbour through Kärdla to Luidja and is the spine; road eighty-three runs Suuremõisa to Käina to Emmaste and carries the south of the island, with Sõru harbour beyond its southern end. Queues here are shorter than on the Saaremaa crossing, but a missed sailing can cost a day.
Plastics, not fishing, is the largest industrial sector, accounting for about four hundred jobs and roughly a quarter of county turnover. Timber haulage is what drives the seasonal peaks on the crossing. An ice road is not an alternative: official Estonian ice roads carry a two-and-a-half-tonne limit and open only in daylight, so no lorry qualifies, and recent openings have been between Hiiumaa and Saaremaa rather than to the mainland. The road authority’s position is that the ferries hold ice class and run year-round.
FastDriver.eu provides the platform structure. Independent recruiters remain responsible for sourcing candidates, lawful representation, data protection, and accurate communication. Review the Hiiu driver requirements, the Hiiu employer page or the Estonia recruiter page for the national overview.
Approved partners work through the recruiter portal. Availability depends on the verification outcome and the selected package.
Present suitable truck, bus, coach, van, delivery, taxi, chauffeur and other professional driver candidates for Hiiu County requirements.
Sailing times, not clock times, set the working day here. Present drivers who can plan to a timetable they do not control.
Present timber drivers for the forest traffic that drives the seasonal peaks on the crossing.
Present C and CE drivers for the plastics manufacturers that account for roughly a quarter of county turnover.
Approved partners may receive access to the existing recruiter or vendor portal according to the selected package.
Create and maintain structured profiles containing licence, experience, qualification, language and availability information.
Review relevant Hiiu County employer requirements and identify candidates whose profiles may match the vacancy.
Request assistance with approved portal access, candidate profiles and relevant employer requirements.
Not every driver category has an active Estonian vacancy at any given time. Review the current employer requirements before presenting a candidate.
Registered recruitment companies, licensed employment placement businesses, driver-sourcing specialists and authorised recruitment consultants may submit an enquiry.
Recruiters may apply from any country when they can legally represent candidates and provide verifiable company information.
An enquiry is reviewed against the legal company name, registration, country of registration, business address, official company email, website, recruitment licence where required, responsible contact person and professional recruitment experience.
The review also covers the driver categories represented, the countries where candidates are sourced, the candidate permission procedure, the data protection process and the ability to provide accurate candidate documents.
Submitting an enquiry does not guarantee approval or portal access. Approval does not create a government licence or legal authorisation to perform regulated recruitment activities in Hiiu County.
Each county has its own employer base, road network and candidate demand, even though the county itself is no longer a unit of administration. You are reading the Hiiu County page. Open another location to see the recruiter information there.
Recruiters must have a lawful basis for collecting, storing and sharing candidate information.
A recruiter must not upload a candidate profile without the candidate knowing about it and giving appropriate permission.
Candidates should understand which company collected their information, why it is being processed, which platform receives it and that suitable employers may review their profile.
They should also understand how long the information may be retained, how to request a correction, how to withdraw consent where consent is the legal basis and how to request deletion where applicable.
Use secure methods when processing passports, licences, driver cards, residence documents, medical information or other sensitive records. General guidance is published by the European Data Protection Board. Candidates moving to Hiiu County must also submit a notice of residence within fourteen days of moving, and it goes to the rural municipality or city government covering the address. That is worth stating plainly on a county page: the county has no office to visit, and the notice is what puts a driver into the population register, which other processes then depend on.
Platform access does not remove the recruiter's own data protection responsibilities.
EU, EEA and Swiss citizens generally benefit from freedom of movement under the applicable rules. You must still verify identity, licence, qualifications, experience and suitability for the position.
A valid EU or EEA driving licence is generally recognised in Estonia, although professional qualification, validity and medical requirements may still apply. Never assume that every licence or professional document is automatically suitable for every vacancy. A goods vehicle over three and a half tonnes pays Estonia's road user charge, which is bought by time rather than by distance, in periods from a single day to a year, and which applies across the whole publicly used network, local roads included, not just the national roads. Estonia runs no weekend or public holiday driving ban. What does stop a lorry is the spring thaw: while the foundations are soft, the road owner can restrict axle and gross mass, and that is the Transport Administration on the state roads but each rural municipality or city on its own local roads. The two are set separately and published separately, so a driver working Hiiu County checks the state road and the local roads at either end of the run before loading, not just the trunk route.
Third-country driver candidates may be presented when the profile is accurate and relevant to a stated employer requirement. Uploading such a candidate does not create permission to work or live in Estonia.
A suitable candidate may require an appropriate employment offer, registered short-term employment or a residence permit, a visa where applicable, recognition or exchange of a driving licence, a professional driver qualification and additional employer or authority documents. The professional qualification runs to two hundred and eighty lessons in its full form, of which twenty are at the wheel, or one hundred and forty in the accelerated form, and periodic training is thirty-five lessons. Estonia accepts either of two proofs: the European code entered on the licence, or a separate certificate of competence. A recruiter should ask which one a candidate actually holds, because employers do not treat them interchangeably in their paperwork. Registered short-term employment and a residence permit for employment are not the same route and do not carry the same conditions.
Access to the Estonian labour market is decided nationally, so the procedure for a job in Hiiu County is the same as anywhere else in the country. Estonia keeps no shortage occupation list, and no occupational exemption covers driving, so the ordinary route for a driver from outside the European Union is registered short-term employment: the employer registers it with the Police and Border Guard Board, it sits outside the annual immigration quota, it needs no labour market permission, and it runs to three hundred and sixty-five days inside a four hundred and fifty-five-day window. A longer stay requires an employment residence permit, and that needs permission from the Unemployment Insurance Fund before the driver applies. Candidates can review our driving licence eligibility guidance.
Never advertise guaranteed visa sponsorship, guaranteed permits or guaranteed employment.
FastDriver.eu provides a job and recruiter collaboration portal. It does not automatically authorise a recruiter to post, lease, supply or employ workers in Hiiu County. The Transport Administration issues an Estonian driving licence; it was formed by merging the road, maritime, and aviation authorities into one body. Neither the county nor the municipality is involved. The county service bureau is in Kärdla. A licence from another EU or EEA state is valid until it expires; one from outside that area is valid for twelve months from the day the holder takes up residence, after which it must be exchanged. For a professional driver, the exchange is the part to check early. A licence issued under the Geneva Convention on Road Traffic is exchanged without examination only in categories A and B; C, CE, D, and DE always require retaking the tests, and a licence from a country outside the road traffic conventions is exchanged by examination, regardless of category.
Candidate introduction, employment placement, temporary worker supply, cross-border posting and worker leasing each carry their own obligations, and the one you are actually performing decides which apply.
Identify the actual cooperation model before you begin. Estonian and European rules treat recruitment, temporary agency supply, cross-border posting, and direct employment differently, and you must notify the Labour Inspectorate of a posting into Estonia before work starts. Platform access replaces none of that, and it is not a posting notification, a work authorisation, an immigration approval, an Estonian business registration or a candidate employment contract.
Candidate profiles should carry the licence categories, Code 95 status, driver card details, ADR certification and route experience relevant to the role.
