The Single Permit and the Jobsplus Labour-Market Test

The application is always employer-led through the Identita portal. Before it, the employer must advertise the vacancy for about three weeks, satisfy the Jobsplus labour-market test by demonstrating that no suitable Maltese or EU candidate is available, and then file a Declaration of Suitability. There is no shortage-list carve-out for drivers, and Jobsplus actively reviews whether real demand exists for each role, so approval depends on a genuine vacancy with a compliant employer.

Recent Reforms You Must Plan For

First-time applicants must now complete a mandatory pre-departure course, with the certificate verified as part of the application, and undergo a suitability check. Files also need a registered lease as proof of accommodation, comprehensive health insurance and qualification evidence, and wages must be paid into a bank account. Processing by Identita and its stakeholders can take up to around four months, and it is illegal to start work before the permit is issued.

Your Driving Licence and Code 95

Malta drives on the left. An EU/EEA licence is recognised; a non-EU licence can only be exchanged if issued by one of a short list of agreement countries, otherwise Maltese tests through Transport Malta are required.
