The annual quota is a single national figure rather than a transport allocation, and it was cut rather than raised. A large share of it is consumed well before the year ends, so an application late in the cycle competes for what is left.

A professional driver needs an annual medical check and an annual psychological check, and the psychological opinion is also part of the file for exchanging a foreign licence. The atestat profesional is issued by the national road authority, separately for goods and for passengers, and renewed every five years. A shorter conversion route exists for a driver moving between the two, so an experienced goods driver is not starting again to work on passenger transport.
Foreign licences need checking before you make an offer. EU and EEA licences exchange without a test. Beyond that it depends on whether the issuing country appears on the convention or reciprocity lists, and where it does not the driver sits the Romanian theory and practical examination, which they may now do without compulsory driving school.
Several of the countries Romanian hauliers recruit from most heavily could not be found on those exchange lists. That is not a conclusion that they are absent, but it does mean the question has to be settled for the specific country before a contract is signed, not assumed.
A professional qualification obtained outside the EU or EEA is not recognised here. An experienced driver arriving from outside Europe takes the Romanian qualification whatever they held before.
This is where the real timeline lives, and it is longer than most employers expect. The driver attestation that a Romanian operator needs in order to put a third country national on international work requires a Romanian licence and the professional qualification. A newly arrived driver has neither. The tachograph card also requires the work authorisation first. So the sequence is admission, then licence, then qualification, then attestation, and an employer who budgets only for the visa will be short by months.
One thing works in your favour. The professional examinations have been made available in English, which was done specifically to serve drivers recruited from South and South East Asia, so the qualification stage no longer requires Romanian first.
Unlike several other member states, the forklift authorisation in Romania is a genuine state authorisation issued to the individual rather than a permission the employer grants. ADR is required where the load needs it. Verifying the original documents remains the employer's responsibility.
One restriction governs this county's scheduling. The Olt valley national road has been closed to vehicles over seven and a half tonnes total mass between Călimănești and Câineni for a published spring works window, Monday to Saturday through the working day, for slope stabilisation involving retention nets, barriers, rock removal and embankment work. Because there is no motorway alternative, the road authority's official heavy vehicle detours are long: either across to the eastern national road through Ploiești and Brașov, or west from Râmnicu Vâlcea to Târgu Jiu and then north to Simeria, which crosses two mountain counties. The national road authority issues the ADR driver attestation separately from the ordinary goods attestation so that a candidate may hold one but not the other.
Substantially, and recently. The chemical company that absorbed the former works at Râmnicu Vâlcea has announced a large direct redundancy programme, with far more positions affected across partner companies, closing production platforms at the site and citing sharp rises in gas and electricity prices. In a county this size, that is a real release of local labour, and some of those workers hold heavy-vehicle entitlements.
Average pay is among the lowest in this region, but it has been rising faster than almost anywhere else. That combination means an older local benchmark will understate the market, so an employer who last hired here a while ago should recheck before fixing a rate. The low absolute level is a cost advantage; the growth rate is the thing that catches people out.

Show the basic salary and the diurnă as two distinct lines, describing the diurnă as a daily allowance for days spent outside Romania. For a Romanian international driver, that allowance is a very large share of what actually arrives, so quoting a single monthly salary makes a competitive international offer look like domestic work. Figures are unnecessary on the page; the structure is not.
None was confirmed inside the county, so check rather than assume, and hold off giving a candidate a firm date until you have. Confirmed sessions for the goods attestation run in Craiova and, less often, in Slatina, and Sibiu across the mountains is the obvious alternative. For a candidate without the atestat profesional marfă, that journey and the queue should be included in the start date.
One application on a new state platform, lodged either by a qualifying employer or a licensed placement agency. The aviz de angajare was abolished, and the old route was switched off months before the replacement opened, leaving a stretch with no working way in.
