The annual quota is a single national figure rather than a transport allocation, and it was cut rather than raised. A large share of it is consumed well before the year ends, so an application late in the cycle competes for what is left.

Romania asks for something most member states do not. A professional driver needs an annual medical check and an annual psychological check, and the psychological opinion is also part of the file for exchanging a foreign licence. The atestat profesional is issued by the national road authority, separately for goods and for passengers, and renewed every five years. A shorter conversion route exists for a driver moving between the two, so an experienced goods driver is not starting again to work on passenger transport.
Foreign licences need checking before you make an offer. EU and EEA licences exchange without a test. Beyond that it depends on whether the issuing country appears on the convention or reciprocity lists, and where it does not the driver sits the Romanian theory and practical examination, which they may now do without compulsory driving school.
Several of the countries Romanian hauliers recruit from most heavily could not be found on those exchange lists. That is not a conclusion that they are absent, but it does mean the question has to be settled for the specific country before a contract is signed, not assumed.
A professional qualification obtained outside the EU or EEA is not recognised here. An experienced driver arriving from outside Europe takes the Romanian qualification whatever they held before.
This is where the real timeline lives, and it is longer than most employers expect. The driver attestation that a Romanian operator needs in order to put a third country national on international work requires a Romanian licence and the professional qualification. A newly arrived driver has neither. The tachograph card also requires the work authorisation first. So the sequence is admission, then licence, then qualification, then attestation, and an employer who budgets only for the visa will be short by months.
One thing works in your favour. The professional examinations have been made available in English, which was done specifically to serve drivers recruited from South and South East Asia, so the qualification stage no longer requires Romanian first.
Unlike several other member states, the forklift authorisation in Romania is a genuine state authorisation issued to the individual rather than a permission the employer grants. ADR is required where the load needs it. Verifying the original documents remains the employer's responsibility.
One operational prospect should be tracked before a Sibiu roster is fixed. The motorway section between Sibiu and Boița, a short stretch already open and carrying this county's southbound traffic, is being prepared for a complete closure, reported as at least three months and possibly as long as a year, with traffic diverted onto DN7 through the Olt valley. The cause is a physical conflict at the Boița junction, where formwork for a viaduct on the next section occupies space the live traffic needs while a further connection is built alongside, and the road authority declined to allow concrete pours over moving traffic. No start date has been announced and the decision had not been taken, so treat this as a risk to monitor with the authority rather than as something that has happened. Were it to go ahead, journey times towards Pitești, Bucharest and Constanța would degrade sharply and unpredictably for the duration. Note separately that the tonnage restriction on the Ploiești to Brașov road does not bind Sibiu: this county's constraint is the unfinished southbound motorway and the valley diversion, which is a different problem on a different corridor.

A domestic categoria C+E position with ADR was advertised here on terms level with the international campaigns, so this is the one county in the region where an ADR qualified driver can stay on Romanian work without losing earnings.
Nothing documented suggests it. There is no cargo terminal and no published freight tonnage, and the civil aviation statistics could not be read, so the working position is that air freight is not a factor in driver work here. Passenger traffic has grown strongly, but the airport contributes to freight mainly through its location: it anchors the west industrial park beside the motorway.
It is, putting this county, with Brașov, among only two in the region where the latest population estimate exceeds the last census count. Registered unemployment is the third lowest of the six and has loosened only slightly from what was once the regional low, so the market remains tight even as the pool expands.
The rotation, in plain terms. Comunitate postings in this county indicate extended periods abroad, commonly three to four weeks away against roughly one week at home, while domestic postings run much shorter cycles. A candidate decides on that first, so an advert that limits the rotation invites applications that will not convert.

Westbound, it removes the internal frontier stops. Romania joined full Schengennn including land borders, soa Romanian-platedd vehicleheading tos Hungary and beyond no longer stops forperson checkss at those crossings. The Serbian, Moldovan,n and Ukrainian frontiers remain external borders with full checks, and customs controls are separate from checks on persons.
Because the network is thi,motorwayss are a small share of national roads, a quarter of the public road network is gravel or earth, and the road usage charge applies outside localities. Add the heavy-vehicle restriction on the main road from the capital to Brașov and the unfinished motorway south of this county, and the hours per kilometre make sense.
