The annual quota is a single national figure rather than a transport allocation, and it was cut rather than raised. A large share of it is consumed well before the year ends, so an application late in the cycle competes for what is left.

Beyond that it depends on whether the issuing country appears on the convention or reciprocity lists, and where it does not the driver sits the Romanian theory and practical examination, which they may now do without compulsory driving school.
Several of the countries Romanian hauliers recruit from most heavily could not be found on those exchange lists. That is not a conclusion that they are absent, but it does mean the question has to be settled for the specific country before a contract is signed, not assumed.
A professional qualification obtained outside the EU or EEA is not recognised here. An experienced driver arriving from outside Europe takes the Romanian qualification whatever they held before.
This is where the real timeline lives, and it is longer than most employers expect. The driver attestation that a Romanian operator needs in order to put a third country national on international work requires a Romanian licence and the professional qualification. A newly arrived driver has neither. The tachograph card also requires the work authorisation first. So the sequence is admission, then licence, then qualification, then attestation, and an employer who budgets only for the visa will be short by months.
One thing works in your favour. The professional examinations have been made available in English, which was done specifically to serve drivers recruited from South and South East Asia, so the qualification stage no longer requires Romanian first.
Unlike several other member states, the forklift authorisation in Romania is a genuine state authorisation issued to the individual rather than a permission the employer grants. ADR is required where the load needs it. Verifying the original documents remains the employer's responsibility.

One who can handle third-country border documentation, not just intra-Schengen running. Full customs and passport control on every movement means paperwork competence, realistic time allowances and the temperament for genuine queueing. A driver whose career has been Hungary and Austria out of Arad has never needed any of it. Screen for external frontier experience and say so in the advert.
Proportionally deep but small in absolute terms. This county has the fourth-highest registered unemployment in Romania and pays well below the national average, which looks favourable on paper. Against that, it has one real town, a thin population spread over hills and mountains, and heavy out-migration. You will find willing candidates, but not many, and they are not spread across the county.

An offer based on an older local benchmark will fall short of the market. Check the current position before fixing a rate, rather than assuming a poor county stays cheap.

Chemicals, food processing, textiles and mechanical components are the named industries, with coal and copper extraction in the north and agriculture on the plain east of the seat. Add river port handling at Drobeta-Turnu Severin and frontier transit services, and the county’s freight is a transit and handling market rather than a production one.
None was found in this county. Demand comes from river port handling, border transit services, construction, and agricultural haulage, rather than from a resident fleet of any size. For an employer, that means less local bidding for the same drivers, but also no established pool of locally based international drivers to recruit from, so expect to train towards frontier work rather than buy it ready-made.
Local provision here was not confirmed either way, so check it rather than assume it, and do not give a candidate a date before you have. Confirmed sessions for the goods attestation are held in Craiova on a roughly monthly cycle and in Slatina on a slower one.
