Coastal and city distribution is the largest block of driver adverts in Constanța, on categoria B and categoria C, intern and home nightly, with courier work alongside it. Thirteen resorts along the shore mean this layer swells in summer, so say whether the role is seasonal or year round.
Container and bulk roles are advertised separately here and candidates treat them as separate trades, so a general categoria C+E advert reads as unspecific. Name the terminal area, the trailer and the licence, and if you expect two years on containers, say so rather than screening for it afterwards.
Constanța is the eighth largest county in Romania by area and the fifth most populous, running from the Danube in the west to the Black Sea in the east and south to the Bulgarian frontier. The port complex, not the county seat alone, is what a driver is judging a commute against.
The port is four locations rather than one: Constanța North and South-Agigea, plus Midia, Mangalia and Basarabi inland at Cernavodă. Agigea is where the container terminals sit, so container work out of Agigea is the precise way to describe it in an advert.
The A4 runs from Ovidiu in the north down to Agigea, crosses the Danube to Black Sea Canal into the port's southern terminal, and acts as the Constanța bypass before meeting the motorway towards the capital south west of the city.

Intern or extern is the first thing a Romanian driver looks for, because it decides whether they are home each night or away for weeks. Put it in the headline. An advert that leaves it out collects applications from people who withdraw once they find out.
Pe comunitate is the phrase that signals the well paid international segment. It is worth using where it is true, and worth avoiding where it is not, because drivers treat it as a promise about earnings.
Write the licence as C+E. That form appears far more often in real adverts than CE, by a wide margin, and writing it the other way marks an advert as drafted by someone outside the trade.
The qualification is the atestat profesional, for marfa or for persoane. Adverts list it alongside the card tahograf and ADR where the load requires it. Name only what the role genuinely needs.
Pay needs two numbers, not one. Salary and diurna are quoted separately in Romanian adverts, and for international work the daily allowance is a very large part of what a driver actually takes home. An advert that gives only the salary reads as badly paid even when it is not.
Romanian drivers read an advert for the route, the vehicle, the time away and the two pay figures. An advert that answers those four things gets better applications than one that lists benefits.
Constanța is the one county in this region where the advert vocabulary runs the other way. Domestic cargo and courier roles together account for roughly two thirds of the city's driver adverts and international work for fewer than one in four, so intern is the default here and extern is the exception that has to be labelled. Write pe comunitate or extern in the title if that is what the job is, because a candidate scanning this county's board will otherwise assume domestic. Containere is also a search term in its own right locally, used in advert titles as a cargo type rather than as a trailer description, and a container role that does not carry the word will be read as general haulage.

Start by ignoring most of what is published about this, because the system changed. The separate work permit that employers used to apply for has been abolished and replaced by a single application filed on a state platform. The old route was switched off months before the new platform opened, so guidance written before the change is not just dated, it describes a procedure that no longer exists.
Drivers sit on the shortage occupations list, which is the gate for the main employment route. For a haulier that is genuinely good news and it is the part of the system working in your favour.
The real barrier is not the paperwork. Filing directly requires a trading history, an average headcount above a published threshold and a financial guarantee for each worker. Most Romanian hauliers sit below that headcount, which means they cannot file at all and must go through a licensed placement agency instead. Check which side of that line your company falls on before you plan anything else, because it changes the whole approach.
The annual quota is a single national figure rather than a transport allocation, and it was cut rather than raised. A large share of it is consumed well before the year ends, so an application late in the cycle competes for what is left.
Employers in Constanța may receive applications from drivers based in Romania, elsewhere in the EU and EEA, Switzerland, the wider European region, Asia, Africa, Gulf countries, North America, Latin America and other eligible international markets.
EU, EEA and Swiss citizens may work in Romania without an authorisation. A Moldovan national holding Romanian citizenship is an EU citizen and needs nothing, while one without it faces full external border checks, because the Romanian border with Moldova is now a Schengen external frontier. The employment contract has to reach the national register before the driver starts work, not afterwards. The register changed name and platform recently, and the penalties for undeclared work are severe with a high ceiling, so this is not a formality to leave until the first week.
A candidate's ability to work here depends on nationality, residence status, professional qualifications, driving licence validity and the requirements of the individual position. Age limits matter when you are planning a pipeline. C1 and C1E open at eighteen, C and C+E at twenty one and reduce to eighteen for a driver holding the professional qualification. D and DE open at twenty four and reduce to twenty one on the same basis. Heavy categories run five years.
Romania asks for something most member states do not. A professional driver needs an annual medical check and an annual psychological check, and the psychological opinion is also part of the file for exchanging a foreign licence. Employers arriving from elsewhere in the EU are regularly caught out by it.
The atestat profesional is issued by the national road authority, separately for goods and for passengers, and renewed every five years. A shorter conversion route exists for a driver moving between the two, so an experienced goods driver is not starting again to work on passenger transport.
Foreign licences need checking before you make an offer. EU and EEA licences exchange without a test. Beyond that it depends on whether the issuing country appears on the convention or reciprocity lists, and where it does not the driver sits the Romanian theory and practical examination, which they may now do without compulsory driving school.
Several of the countries Romanian hauliers recruit from most heavily could not be found on those exchange lists. That is not a conclusion that they are absent, but it does mean the question has to be settled for the specific country before a contract is signed, not assumed.
A professional qualification obtained outside the EU or EEA is not recognised here. An experienced driver arriving from outside Europe takes the Romanian qualification whatever they held before.
This is where the real timeline lives, and it is longer than most employers expect. The driver attestation that a Romanian operator needs in order to put a third country national on international work requires a Romanian licence and the professional qualification. A newly arrived driver has neither. The tachograph card also requires the work authorisation first. So the sequence is admission, then licence, then qualification, then attestation, and an employer who budgets only for the visa will be short by months.
One thing works in your favour. The professional examinations have been made available in English, which was done specifically to serve drivers recruited from South and South East Asia, so the qualification stage no longer requires Romanian first.
Unlike several other member states, the forklift authorisation in Romania is a genuine state authorisation issued to the individual rather than a permission the employer grants. ADR is required where the load needs it. Verifying the original documents remains the employer's responsibility.
Two county level points an employer here can act on. The frontier to the south is an internal Schengen border, so a vehicle running into Bulgaria crosses no checked frontier and faces no routine checks on persons, which is the opposite of the position in Galați and Tulcea; the individual crossing points, their weight limits and their freight status could not be verified, so confirm the routing with the border police rather than assuming a local post. Separately, the road administrator restricts goods vehicles of seven and a half tonnes and over on the motorway link towards the capital and on the coastal road between Agigea and Mangalia for specific long holiday weekends, with vehicles carrying only passengers exempt. Those are announced per holiday rather than standing all year, and the hours differ between the roads, so check them before committing a weekend movement.

The port sets the job. Constanța is the largest port on the Black Sea, with roughly 31 kilometres of quay, about 150 berths, depths of up to 19 metres, and bulk carriers up to 200,000 tonnes deadweight. That produces short-radius, appointment-driven domestic work in container, grain, bulk, and tanker streams rather than the long international rotations that dominate the rest of this region.

Treat it as its own trade. It is advertised separately from general haulage, based at Agigea where the container terminals sit, asks for category C+E and usually two years of experience, pays in lei rather than euro, and is domestic, so the driver goes home. That is a materially different proposition from the external packages that dominate elsewhere in this region, and it attracts a different candidate.
Nothing current is published, and nothing reliable could be found, so an employer should not build a waiting figure into a schedule or an advert. Then records show a severe container congestion episode at the port some years ago, when multi-day waits were reported during the peak of diverted grain traffic. Port volumes have fallen substantially since, so those conditions are unlikely to describe the present.
Not on anything like the earlier scale. After the invasion, the port became the main alternative route for Ukrainian grain and carried very large volumes for a time. Still, that transit has since receded sharply from its peak, falling to a small fraction of what it was and to well under a tenth of the port’s throughput in the most recent period reported. Plan against the current picture, not the surge.
Total tonnage is well down from its record, with the most recent nine-month comparison showing a fall of roughly a quarter against the same period a year earlier. The named causes are the collapse in Ukrainian transit, lower volumes from Serbia and Bulgaria, weak grain prices and drought-himaizeze. Containers are the exception and have remained roughly the same period, approaching a million units at their latest published level.
The terminals themselves, which is unusual. Companies in the port business association employ more than eight thousand people in total, creating a concentrated port-side employer base in a county whose average pay sits around a tenth below the national figure. A haulier here bids for the same local labour as the terminal operators, and should expect to be compared with them on shift pattern as much as on pay.
Among the highest in this region in absolute terms but still below the national average, and notably flat: average pay in the county has barely moved over the past year while every other county in the region rose, several of them by three per cent or more. For a recruiter, that means local pay expectations haven’t risen recently, but candidates are more open to offers from elsewhere.
Because a container collected from a bonded facility stays under customs control until it is cleared. More sharply than almost anywhere else in Romania, and in two separate waves. The county has thirteen Black Sea resorts, and tourism ranks first among its industries, lifting coastal distribution through the summer; the cereal harvest then lifts tipper and silo work in the autumn. A fleet plan built on an even year will be short twice and idle in between, so say in the advert whether a role is seasonal.
Substantially so. One container operator at Agigea alone lists dozens of forklifts alongside reach stackers and mobile cranes across its open platform and covered warehouse. Worth knowing for hiring: in Romania, the forklift document is a genuine state aauthorizationissued to the individual, not a mission authorisation. Hence, the yard candidate either already holds it or must obtain it before being put to work.
