Freight geography is this district's strength and its labour market is its weakness. It runs a trade surplus, holds five authorised crossings into Galicia, and produced no haulier of its own and no driver advert carrying a wage across two research passes.
Pitch the vacancy wider than the district. Use motorista de pesados with the category stated as C or C+E, or motorista de distribuição where the vehicle is a rigid or a van, and say plainly whether the CAM has to be held already or whether the course is on you. Motorista de pesados on C+E, out through Valença onto the IP1 and the A3 and into Galicia. Schengen means no routine checks, so the border is a routing decision. Written as Portugal and Spain work rather than with any trade shorthand, since no local advert used one.
Wind turbine components are made at two units in this district and they travel long, wide and slow, with escorts and route surveys. Advertised as motorista de pesados C+E, and the planning competence matters as much as the driving. The load description is inference, not a sourced finding.
The port here is a break bulk and solid bulk operation, not a container one, with two quay sections and vessels to one hundred and ninety metres. Motorista de pesados on C+E, flatbed and tipper work, national. There is no rail connection, so everything off the quay leaves by road.
The largest employing manufacturing activity in this district is motor vehicle components and accessories, ahead of shipbuilding. No plant behind it could be named, so advertise the load. Motorista de pesados on C, or C+E for trailer work. National runs, with Iberian work likely here rather than evidenced.
Motorista distribuidor or motorista de ligeiros, on B or C. The one live listing located in this district named both that title and motorista de pesados, placed by Eurofirms Portugal, with no pay stated. National multi-drop around Viana do Castelo, Ponte de Lima and the Lima valley.
Candidates here have almost nothing local to compare an advert against, which cuts both ways. A vague offer gets read pessimistically and an honest one stands out. Say whether the run crosses the border, name the crossing if it does, and do not let the shipyard's reputation imply work your vehicles will not be doing.
The district is the Minho valley and the uplands behind it, coterminous with the Alto Minho statistical region, which makes its published figures unusually trustworthy. Density is about a seventh of Porto district's and the capital's urban core is under forty-two thousand people, so a driver here is judging a commute between villages and small towns.
Valença sits at the head of the district on the international bridge, where the crossing meets the IP1 and the A3. It is the only one of the five here that was continuously open under the border regime, and the only motorway-grade gate.
Monção, Melgaço, Ponte da Barca and Vila Nova de Cerveira are the other four, and every one of them is a national road: the EN 101, the EN 202 at Peso, the EN 304-1 at Lindoso and the EN 13. Vehicle suitability matters here.
Darque and Neiva, both in the capital's own municipality, are where the A28 sections came off the toll list. The coastal run south to Porto therefore costs less than any route plan written before that date assumes.
The uplands behind the coast do not get coastal weather. Melgaço, Ponte da Barca and the Peneda country sit well inland, and the whole district was placed under a red snow warning during one severe depression, which is not what the seafront suggests.

Portuguese drivers search in Portuguese. An advert written only in English will miss most of the domestic market.
Motorista de pesados is the dominant advert title, with motorista de ligeiros second. Pesados and ligeiros, heavy and light, is the first thing a Portuguese advert settles, and a driver reads it before anything else.
Write the licence as C+E. That form appears more often in real adverts than CE.
Two terms that work elsewhere do not work here. Motorista TIR appeared in no advert found, unlike in Romania where it is standard, so an advert using it reads as written from outside the market. Servico iberico was not found either, so describe Portugal and Spain work in plain words rather than reaching for the label. Internacional is the word that signals work beyond the peninsula.
The qualification is the CAM. Adverts list it alongside the cartao de tacografo and ADR where the load needs it. Name only what the role genuinely requires.
Pay needs more than one figure. Portuguese adverts quote a base salary with ajudas de custo, and the TIR premium stated separately where it applies. An advert giving only the base reads as badly paid even when the total is competitive.
Condutor is the formal word that appears in regulations and on documents. Motorista is what the job is called. Use motorista in the advert and keep condutor for the paperwork.
The one live vacancy located in this district named Motorista Distribuidor alongside Motorista de Pesados, which is the vocabulary an employer here is competing with: distribution words rather than trunking words. Nothing found locally used internacional or any Iberian label, even though two of the country's busiest crossings are a short run away. If the job crosses the border, the advert has to say so in the title.

Portugal is more open than most of Europe on this, and it is worth saying plainly because employers rarely believe it. There is no labour market test and no quota for a work visa. You are not required to demonstrate that no Portuguese or EU candidate was available.
What has changed is the way in. The route that allowed someone to enter and regularise afterwards has been abolished, and a great deal of guidance still online describes it. Acting on that guidance would cost months. The visa now has to be obtained before travel.
The same applies to the Portuguese speaking countries route, which was known for allowing entry first and paperwork later. It now requires a residence visa obtained in the country of origin. For Brazilian recruitment in particular, that is the single biggest practical change in recent years.
One planning point is worth more than the rest put together. The residence visa itself authorises work for an initial period, so the start date is not tied to the processing queue for the residence card. Employers who think the driver cannot begin until the card arrives have the sequence wrong and lose weeks to it.
The job seeker visa does not help here. It was restricted to highly qualified work and a driving role does not come within it.

Ages depend on which qualification route the driver took, which is unusual and worth understanding. C and CE open at twenty one, or at eighteen for a driver holding the full professional qualification. D and DE open at twenty four, or at twenty one on the same basis. The shorter accelerated route does not buy the same reduction, so two drivers of the same age can hold different entitlements.
Every heavy renewal needs a medical assessment and a psychological one. Both, not one.
There is an age limit that catches fleets out. At sixty seven a CE entitlement drops to a much lower weight, and the passenger categories end and cannot be renewed. Worth knowing before a rota is built around one driver.
Foreign licence exchange splits three ways, and the middle tier is where offers die. Drivers from the Portuguese speaking countries and from OECD states exchange every category with no driving examination, with a psychological assessment for the heavy ones. Drivers from other convention countries exchange only the light categories directly and must sit Portuguese theory and practical tests for anything heavy. Drivers from countries outside the conventions cannot drive on the licence at all.
Brazil is the one to get right, because of the volume. The recognition arrangement covers car and motorcycle categories only, so a Brazilian driver cannot work heavy on the Brazilian licence. They can exchange into a Portuguese heavy licence without an examination, which is a good position, but the exchange is not optional and it has to happen before they drive for you.
Then there is the ninety day trap. A driver has ninety days from establishing residence to lodge the exchange while still driving. After that they may lodge for up to two years, but they may not drive in the meantime. Past two years a practical test becomes compulsory. Employers plan around the two year figure and miss the ninety day one, and the driver sits idle while the file moves.
A professional qualification obtained outside the EU or EEA is not recognised. The real sequence is exchange the licence, then take the accelerated initial qualification, then pass the aptitude examination. Budget for all three rather than for the visa alone.
Portugal has no state forklift licence. The permission rests on certified training plus the employer's own written authorisation. The driver attestation needed for a third country national is issued by the IMT and requires a declaration from the labour authority that the driver is lawfully employed. Verifying the original documents remains the employer's responsibility.
Two operational facts and one gap. The A28 sections at Neiva and Darque, both inside the capital's municipality, came off the toll list, so the cost of the coastal run has changed and any route price carried over from before is wrong. Second, the published hours that once distinguished these five crossings came from a border regime that no longer applies: Portugal and Spain are both inside Schengen and there are no routine checks at any of them now, so the usable part of that record is the road numbers and the physical routes rather than the opening times. The gap is a counter. No IMT delegation could be confirmed anywhere in this district, so the nearest verified one is at Braga, weekdays only from nine in the morning until four in the afternoon, and a driver sent there loses the day.

They are, and this finding is most likely to change how an employer sees the place. Tui to Valença ranked second nationally for heavy vehicles, and Salvaterra do Miño to Monção third, with only Badajoz to Caia ahead of them. Monção, Melgaço, Ponte da Barca, and Vila Nova de Cerveira are all national roads with kilometre-point access, some of them village-grade. Routing and vehicle suitability matter more in this district than anywhere else in the north.
Small, and the comparison is worth having in front of you. It moved a quarter of a million tonnes across the nine months measured, about four tenths of one per cent of the Portuguese port system, while Leixões moved roughly forty times as much. Capacity is stated at about a million tonnes a year across two quay sections. Break bulk accounts for over half the traffic, containers are negligible,e, and there is no rail connection. APDL operates both this port and Leixões, so cargo can be steered between them.
Fewer directly than the headline suggests, and that changes how you compete. West Sea runs the yard, and the available figures show more than a thousand workers on site daily, but only around three hundred and forty-five directly employed; the rest arrive through subcontractors. So you are bidding against day rates and continuity rather than against a salary. Those figures are some years old and should not be presented as the current order book or headcount.
By activity rather than by company, it is the manufacture of other motor vehicle components and accessories, ahead of shipbuilding. That is counterintuitive given how visible the yard is, and it means employers pitching the maritime story are aiming at the wrong pool. No plant behind that activity could be named, and the headcount figure on the statistical sheet was implausible, so neither should be quoted.
Because heavy advert volume here is genuinely low, and the negative is well evidenced. Two national directories listing more than eighty Portuguese locations show no entry for this district, Valença, or even at the district level, across two passes. The likely reason is that local demand is distribution-and-yard-serving work for the wind units and component plants rather than C+E trunking, but that’s an inference.
None could be confirmed in either pass, and this contrasts sharply with the districts inland. Viseu produced named road haulage firms of its own, and Bragança produced a register of over a hundred; nothing comparable surfaced here. What did surface was one agency placing both distribution and heavy roles locally: Eurofirms Portugal, with no pay stated in the listing.
Local evidence doesn’t show this, and anyone quoting a district driver wage is guessing. No advert inside this district stated a wage in either research pass. The usable material is an all-sector sub-regional average below the national figure and above the Alto Tâmega one, and it reflects earnings across every occupation rather than driver pay. Quote the pay structure to candidates and leave the number to the offer.
It cuts both ways, and this is the one district where the question is real. The Linha do Minho is fully electrified end to end; an electric service runs Porto to Vigo, and freight capacity on the line has tripled with longer, more frequent trains. By contrast, national rail freight is small and falling, while road carries over seven tenths of Iberian traffic. Expect rail to feed road at both ends as much as replace it.
Not on that scale, and the distinction matters when you plan headcount. This district declined gently through the measured period rather than steeply, and about twenty-nine per cent of residents are sixty-five or over, which sits between healthy Cávado and the far interior. So the direction is mildly downward with real ageing. Do not import the Trás-os-Montes story here, and do not describe this pool as growing either.
Less than almost anywhere else on the coast. Bed occupancy across this district ran around a third, compared with roughly half nationally, and tourism revenue is modest, so hospitality is a weak bidder for the licence holders you want. That is a real advantage over Porto, where accommodation and catering compete hard for the same people on shift patterns rather than on pay.
There is component manufacture, which is not the same thing. Two Enercon production units for wind turbine components operate in this district,t and wind exports lifted vessel calls at the port by about a quarter. Still, no offshore wind farm, developer, or installed capacity could be confirmed. A quarter increase on a very small base is still small. Recruit for abnormal load competence and treat the sector claim with care.
Not every one, and the boundary catches people out. IMT issues the Certificado de Motorista para Nacionais de Países Terceiros to the undertaking holding the Community licence, valid for five years, and the European rule behind it reaches a driver who is neither an EU national nor an EU long-term resident. A driver who has acquired long-term resident status falls outside it; one holding an ordinary Portuguese residence permit does not.
Three instruments are accepted, and the third is a genuine option rather than a synonym: an employment contract, a promise of an employment contract, or an individualised declaration of interest from you. Whichever you use, your signature must be formally certified by a notary, a registry office, a solicitor, a lawyer, or a chamber of commerce. A copy signed in the office and scanned will not do, and that is where files fail.
Write it the way drivers write it: C+E with the plus sign. The official code is CE, but live Portuguese adverts overwhelmingly use carta de condução C+E, carta C, and titles such as Motorista de Pesados C+E. Keep categoria CE for the contract and the formal register. A driver skimming a list of vacancies is pattern-matching on the familiar form, and the unfamiliar one costs applications.
It can, and this one gets missed. The heavy licence group covers C1 through DE. Still, it also includes categories B and BE, where the vehicle is used for ambulances, patient transport, fire vehicles, school transport, or rental vehicles. A driver on one of those duties revalidates on the heavy cycle, which requires a psychological assessment in addition to the medical certificate, rather than the medical alone.
The border traffic is real and the local pool is not deep enough to crew it. Name the crossing, name the base, and be specific about the move or the commute you are asking a driver to make.
