For Mayotte Employers
Mayotte is a French department and region, its residents are French citizens and it is part of the European Union. It is also the one place in the French set where a metropolitan employer's assumptions break down in three directions at once: the statutory minimum wage is lower and legally required to converge upward, entry documents and work authorisation are territorial, and no shortage occupation list could be found at all. Getting those right before advertising is not optional.

Mayotte is two islands supplied through one port. Longoni, in the commune of Koungou, is the only privately operated French port, run under a delegation de service public, and nearly all road freight begins at its gate and runs inland towards Mamoudzou.
Set the vacancy out plainly: permis C for a rigid vehicle, permis CE for an articulated combination, permis D for passenger work, with FIMO and a current FCO named as requirements rather than assumed. The confirmed driver work in Mayotte is port-led: container collection from Longoni, distribution haulage for the island's main distributors, construction and reconstruction materials, fuel and gas, and movements that depend on the barge between the two islands.
Permis C container work between Longoni and Kaweni, the commercial and industrial zone on the northern edge of Mamoudzou. Around eighty containers a day move on that corridor. It is the single most consistent road freight flow on the island and the backbone of most driver jobs here.
Haulage for the island's main distributors, each collecting twenty to thirty containers a day from the port. Sodifram, Somaco and Bourbon Distribution are the confirmed private road freight names in Mayotte, and this is where permis C and permis CE work is concentrated outside the port itself.
Construction haulage, which matters more here than almost anywhere in the French set because the private sector is concentrated in construction and commerce and a large reconstruction programme is running. Aggregates, plant movements and site deliveries on permis C, often from small firms rather than large fleets.
Longoni operates dedicated gas and hydrocarbon terminals alongside its main quay, so fuel and gas distribution by road is a standing part of the island's task. Where the load requires it, an ADR certificate sits on top of permis C or CE and should be named explicitly in the advert.
Any goods vehicle crossing between the two islands depends on the barge link operated by the Service des transports maritimes under the Conseil departemental. Grande-Terre carries the port and Mamoudzou; Petite-Terre carries Dzaoudzi, Pamandzi and the airport. Build the crossing into the shift, and say so in the advert.
Describe the collection reality rather than an idealised one. Terminal dwell times are long, gate capacity is short of demand and the main quay has been carrying all operations while the older one is rebuilt, so a shift plan written to metropolitan assumptions will not hold.
Mayotte is two main islands in the Mozambique Channel, and a driver judging a commute needs to know which one the job is on. Grande-Terre holds the port, the capital and most of the population; Petite-Terre holds the airport and is reached by barge.
Mamoudzou is the prefecture and the main urban centre, with Kaweni on its northern edge carrying the commercial and industrial activity. Koungou adjoins it to the north and contains Longoni, so the port and the main consumption centre sit close together.
Mamoudzou, Koungou and Dembeni have been placed under a single reconstruction framework covering their urban centres, which is where building materials traffic concentrates. Dzaoudzi and Pamandzi, on Petite-Terre, are served across the water rather than by road.
The road network is short and was already congested around Mamoudzou on the last figures anyone published, which are now decades old and should be treated as scale rather than data. The RN1 is the road a proposed new southern port access would connect to.
No current scheduled land transport network could be confirmed for Mayotte from published sources, and this page will not name one. An employer advertising passenger or school work should name the operator, the depot and the runs, because a candidate cannot infer them.

French drivers search in French. An advert written only in English will miss most of the domestic market.
Two letters carry most of the meaning. PL means a rigid lorry and maps to permis C. SPL means an articulated combination and maps to permis CE. Using them the wrong way round marks an advert as written by someone outside the trade, and drivers notice.
The common advert titles are chauffeur routier, chauffeur SPL, chauffeur PL, conducteur SPL and conducteur routier for freight, chauffeur livreur for delivery work, and conducteur de car for coach work.
Conducteur receveur is worth knowing. It means a bus driver who also handles fares and passenger contact, and it is the standard title on urban network vacancies.
Write the licence as permis C or permis CE. Adverts also use the older EC form, so either is understood, and the category usually appears in the advert title rather than buried in the body.
FIMO is the initial qualification and FCO the periodic refresher. Adverts list them by name alongside the carte de qualification de conducteur and code 95. Name only what the role genuinely needs.
The carte de conducteur for the digital tachograph appears in most freight adverts, and ADR where the load requires it.
One term is regularly misunderstood. CACES is an assessment scheme, not a licence. The legal permission to operate a forklift is the employer's own autorisation de conduite, and the CACES supports it rather than replacing it.
Pay is referenced against the convention collective nationale des transports routiers and its coefficient system. Stating a coefficient, or a clear gross figure, does more for an advert than a vague range.

For a candidate from outside the EU, the employer applies for the autorisation de travail through the ANEF portal. The application is the employer's to make, not the candidate's, and silence from the administration counts as a refusal rather than an approval, so track it rather than waiting.
Pay must reach at least the SMIC or the higher rate set by the convention collective nationale des transports routiers, whichever is greater. For driver roles the collective agreement is usually the binding figure, so check the coefficient for the post before you advertise a salary.
Start from the territorial rule, because Mayotte is compartmentalised in both directions and this is where unlawful hires happen. Schengen does not extend here: the Schengen acquis covers only the European territory of France, so a Schengen visa admits nobody to Mayotte and a Mayotte visa admits nobody to mainland France or to another Schengen state. Mayotte is not even covered by the entry arrêté that governs Guadeloupe, Guyane, Martinique and La Réunion; it has an entry text of its own.
Residence documents issued in Mayotte are territorially limited. They do not authorise residence elsewhere in France, and the holder needs a specific authorisation, in practice a visa, to travel to mainland France or to another overseas department. A work authorisation issued in Mayotte has no validity anywhere else in France, and a work authorisation issued anywhere else in France has no validity in Mayotte. An employer here cannot assume that a driver already working lawfully in mainland France, or in La Réunion, can relocate and start; equally, a driver recruited here should not be promised redeployment to the mainland. The salary condition attaches to the Mayotte SMIC, which is its own figure and materially lower than the metropolitan one: 9.56 euros gross an hour and 1,449.93 euros gross a month at thirty-five hours, against 12.31 euros and 1,867.02 euros in metropolitan France. Because pay must be at least the SMIC, or the higher rate set by the convention collective where that applies, the threshold for a Mayotte work authorisation is the Mayotte rate. These figures are set by decree and revised, and out of date figures circulate widely, so confirm the rate in force before making an offer. A legal convergence obligation also applies: under the loi de programmation pour la refondation de Mayotte the local SMIC must rise to 87.5 per cent of the metropolitan net SMIC, within a phased harmonisation of certain social rights. A pay budget built on today's rate will need revisiting.
On the shortage occupation list, the honest position is that no metiers en tension arrêté could be found for Mayotte at all. Mayotte is absent from the metropolitan text and from the four separate overseas texts, and it is governed by a distinct book of the immigration code, so it may sit outside that mechanism by design. This page therefore asserts neither that an exemption exists nor that it does not. Confirm the position with the prefecture before assuming you can skip the three week publication requirement.
Employers in Mayotte may receive applications from drivers based in France, elsewhere in the EU and EEA, Switzerland, the wider European region, Asia, Africa, Gulf countries, North America, Latin America and other eligible international markets.
EU, EEA and Swiss citizens may work in France without a work authorisation. Licence validity and the professional qualification still apply to them exactly as they do to a French driver.
Where a French operator employs a driver who is a third country national, an attestation de conducteur is also required. It is issued by the DREAL, or the DRIEAT in the Paris region, and it is separate from the work authorisation.
A candidate's ability to work here depends on nationality, residence status, professional qualifications, driving licence validity and the requirements of the individual position. Name the licence category in the advert. A French driver reads it first, and PL or SPL in the title tells them immediately whether the job is theirs.
Freight work uses permis C for rigid vehicles and permis CE for combinations, with C1 and C1E for lighter rigids. Passenger transport uses D and D1. Delivery roles in light vehicles sit in category B.
Age limits matter when planning a pipeline. C1 and C1E open at eighteen, C and CE at twenty one, D1 and D1E at twenty one and D and DE at twenty four. C and CE drop to eighteen for a driver holding the initial qualification.
Heavy category validity is tied to age rather than a fixed term, and every renewal requires a medical examination by an approved doctor. The interval shortens as the driver gets older, which is worth knowing before you build a rota around one person.
FIMO is the initial qualification, one hundred and forty hours, with a longer initial route of two hundred and eighty. FCO is thirty five hours every five years. Both are evidenced by the carte de qualification de conducteur and by code 95.
The passerelle between goods and passenger work runs thirty five hours in either direction, but read it carefully before you plan around it. It converts the qualification, not the licence. A driver moving to coach work must already hold the passenger category, so it widens your field only among drivers who already hold both.
Foreign licences need care. An EU or EEA licence is valid in France. Outside that, exchange depends on a reciprocity agreement with the issuing country, and the agreements differ in scope: some cover all categories, many cover only cars and motorcycles. A heavy category can only be exchanged where the agreement covers it, and the exchange must be started within a year of the driver establishing residence. Check the country before you make an offer, not after.
A professional qualification obtained outside the EU or EEA is not recognised in France. An experienced driver arriving from outside Europe must take FIMO here, whatever they held before. Budget realistic time for that rather than discovering it after a contract is signed.
A carte de conducteur is required for the digital tachograph on in scope work, and ADR training where the load needs it. Say which of these the role actually needs, and remember that verifying the original documents remains the employer's responsibility.

Large in headcount and largely outside the formal system. Around thirty-eight per cent of working-age residents are without work but want it, on the order of sixty-eight thousand people, while only about eighteen thousand are registered as jobseekers. The employment rate for fifteen- to sixty-four-year-olds is around thirty per cent, against roughly seventy in mainland France, and it has been falling.
It should not be read that way. The measured unemployment rate fell, but the employment rate also fell,,l and the halo of people who want work but are not actively searching grew by more than eleven thousand. People left the search because of housing difficulty, supply disruption and general instability, which moves them out of the count without moving them into a job. The market contracted.
A cyclone ounprecedentedin the local measured record struck the territory, followed within weeks by a tropical storm. Roughly ninety per cent of infrastructure was damaged; most homes were damaged, and around a quarter were destroyed. Reconstruction is under way under emergency and multi-year programming laws, and is widely reported as slow. It affects where a driver can live and how reliable journeys are.
It is, practically rather than dramatically. Roughly a third of the population has no access to running water, and taps in some areas run dry most days; water takes about a quarter of a poorhousehold’ss budget, and daily consumption per person is around half the metropolitan level. A funded programme is building desalination and reservoir capacity. It shapes where staff can realistically be housed.
The most defensible published figure is more than three hundred thousand residents: Mayotte is censused on a separate cycle from the other overseas departments, and that cycle was disrupted, so no current authenticated figure exists, and estimates vary widely. No current scheduled land transport network could be confirmed either. This page names neither a population figure nor a bus network, because neither can be evidenced.
Everything a candidate cannot infer. Name the operating company, the depot, which island the runs cover and whether the barge crossing forms part of the shift, because no current land network could be confirmed from published sources and nothing can be assumed from a network brand. State permis D, FIMO and a current FCO as explicit requirements, and set out term-time hours and split shifts plainly.
No approved list of FIMO and FCO centres for Mayotte could be obtained, so this page will not assert that local provision exists and will not assert that it does not. With a salaried economy that is over half public sector and a private sector concentrated in construction and commerce, an employer should assume qualifications must be arranged rather than found, verify them before promising a start date, and budget the time.
Two things in particular. Mayotte has historically applied its own code du travail rather than the metropolitan code in full, and the current degree of alignment should be confirmed before an advert makes claims about working time, driving hours or termination. And the employer still carries the ordinary duties: prefecture verification of the residence document, the DPAE, the work authorisation application, and the carte de conducteur.
