Third country nationals generally need a stay and work permit, applied for through the employer. The standard route involves a labour market test and an opinion from the Croatian Employment Service.
The former annual quota system no longer applies. The Croatian Employment Service issues a decision listing occupations in high demand, and those are exempt from the labour market test although an opinion is still required. Categories listed in Article 110 of the Aliens Act are exempt from both. Drivers can check their own position through our driving licence eligibility guidance.

State the licence category plainly. Croatian candidates filter on it before they read anything else.
Freight roles use C and CE, with C1 and C1E for lighter rigid work. Passenger transport uses D and D1, with DE and D1E where a trailer is drawn. Delivery and courier positions sit in category B.
Professional drivers in the C and D groups need the certificate of professional competence, shown as code 95 on the licence or through a driver qualification card. It is maintained by periodic training of thirty five hours every five years.
A digital tachograph driver card is required for in scope work, and ADR training is required for dangerous goods. For work running into Bosnia and Herzegovina, Serbia or Montenegro, check the documentation the route itself demands.
Where a third country national drives for a Croatian operator on international journeys within the Union, a driver attestation may also be needed.
Experience requirements are set by operators rather than by law. Port drayage and coastal coach work usually call for previous experience on those routes, while distribution fleets often accept newly qualified drivers.
