Azerbaijan is not an EU or EEA state, so European free movement does not apply. The Migration Code sets out the rules, and its central requirement is that two separate documents are needed.
A foreign national intending to reside temporarily and work for pay must hold a work permit in addition to a temporary residence permit. The work permit is issued by the State Migration Service and is obtained through the employing entity, so the process is led by your company rather than by the candidate.
The applicant must be over eighteen and able to work. Recent amendments have introduced a highly qualified migrant category with lighter conditions in some respects, and continuous temporary residence can in time open the way to permanent residence.
