The standard route has two steps at two different levels. The work permit is obtained from the competent employment service at entity or district level, and temporary residence on that basis is issued by the Service for Foreigners' Affairs under the state Ministry of Security. Work must not begin until both are in place.
The constraint to plan around is the annual quota, set by the Council of Ministers and split between the Federation, Republika Srpska and the Brcko District, and further divided by sector. Permits within it go first to extensions and only then to new employment, and priority is given to foreign nationals who already hold residence based on family reunification.
